Each industry pay attention to the professional division of labor in order to maintain the core competition ability of enterprise organization at the end of twentieth Century.Also,some enterprises began to entrust the non core business organization will gradually to external professional companies to reduce operating costs,improve quality,focus human resources and improve customer satisfaction.With the outsourcing industry has gradually been recognized by a number of enterprises,this industry is gradually becoming an emerging industry because that does bring fresh vitality to the enterprise,reduce pressure and burden for the enterprise.More and more large and small private enterprises are facing the common challenge of talent shortage in Zhejiang province.Especially enterprises,that as approved by the State Council,should take the practical benefits and welfare obligations that actual employee service as the starting point.At present,human resources outsourcing is an increasingly common cooperative management mode from the practice situation.It is doesn't mean that the development of human resources management theory and progress of technology,also human resources management has become a highly specialized skills.This study intends to sort out the human resource outsourcing situation of Zhejiang RB branch of China RB company,and take the risk impact brought by the actual situation and the specific operation and implementation situation of RB branch.Also it gradually evaluate the risk of human resource outsourcing,and put forward the risk management measures.In addition,it could supply the paradigm for similar companies with Zhejiang RB branch of China RB company.This paper studies the human resource outsourcing situation of China RB branch in Wenzhou,and puts forward some improvement strategies.The research results are summarized as follows:1.Identifies the risk of human resource outsourcing in China RB Wenzhou branch,which runs through the whole outsourcing process.It runs through the whole process of outsourcing,which appears in the outsourcing decision stage,the outsourcing selection stage and the outsourcing implementation stage.That is,the risk from the enterprise internal risk,from the outsourcing business from outside the enterprise environment risk2.The risk of human resource outsourcing in China RB Wenzhou branch was evaluated,during the investigation found that many problems still exist in outsourcing activities,in theprocess of outsourcing,there may be the original project responsible for the existence of job burnout and personnel adjustment reasons.The quality of outsourcing slightly discount,it is urgent to make timely adjustment of the interests of both sides,and prepare in advance,And set up a set of systematic and scientific risk management mechanism.3.The company's outsourcing process,vendor selection,outsourcing late management risks,put forward the corresponding suggestions.Especially need to consider before outsourcing,enterprise human resources sector is suitable for outsourcing,mainly focus on the core business is the work should belong to the enterprise,also need to pay attention to is can be obtained than enterprises themselves engaged in the module of lower cost and better efficiency.4.Outsourcing risk management strategy and improve the value suitable for RB type company.During the investigation found that there are still many problems in outsourcing activities,because the client in the outsourcing process,may be the original project responsible person causes of job burnout and personnel adjustment,the quality of outsourcing slightly discount,it is urgent to make timely adjustment of the interests of both sides,and make relevant preparations in advance.And set up a systematic and scientific risk management mechanism in advance.Up to now,Wenzhou Branch and Wenzhou Shanghe Human Resources Co.,Ltd.and so on more than ten labor outsourcing companies.Outsourcing of cooperation and all signed a cooperation agreement,the signing of the relevant cooperation agreement and the implementation of outsourcing rules are clearly reflect the interests of stakeholders,the strategy of management optimization of RB company,in order to improve the Wenzhou RB company's working efficiency,reduce the total cost of outsourcing,to enhance competitiveness in the insurance industry,but the research on the related risk factors and the evaluation is not yet able to combine the unique features of the insurance industry.Therefore,this study preliminary risk of human resources outsourcing company designed for the insurance industry background China RB Wenzhou assessment program,and other similar problems can have research and reference significance.
