Construction And Realization Path Of Synergistic Governance For Agricultural Products Quality And Safety In Shouguang City

Food is the basic of the people,security is the basic of the food.Food safety is related to the vital interests of the public.The agricultural products' quality safety is the first barrier of food safety,which not only related to the survival and development of the public but also related to the political and social stability of national and regional.The Agricultural products' quality safety is an important popular feelings project.The public pay attention to the agricultural products' quality safety,we need to control the production and processing chain of food to ensure the life safety.In order to explore the agricultural products' quality safety and find the corresponding governance strategy,take Shouguang city as an example,we study the quality governance issues of agricultural products by literature research,investigation method,multi-disciplinary research and other research methods.Firstly,we summarize the governance methods of agricultural products.Secondly,we confirmed the Governance issue of government,market,the third sector and consumers.The last,based on analysis results,I constructed a collaborative governance model from the aspects of objective selection,role orientation,governance mechanism and guarantee conditions and designed a new collaborative governance framework for the quality and safety of agricultural products that ‘the government leads-producer cooperation-social organization-consumer participation-multi-agent interaction'.And based on this,this paper discusses the realization path of cooperative management of qualityand safety of agricultural products in Shouguang city.This paper puts forward some countermeasures mainly includes setting up the concept of cooperative management of quality and safety of agricultural products;playing the leading role of government in quality and security coordinated governance;carrying out the responsibility for the source control of agricultural production operators;Strengthening the coordination of the third sector in quality and safety management;building a diversified participation channel of consumers and promoting the coupling effect of multi-agent co-governance and so on.
