Research On Quality,Safety,and Risks Governance Problems Of Agricultural Products Based On Supply Chain In China

Fully implementing the "four strictest" requirements and ensuring the people's "safety on the tongue" are important symbols for completing the process of building a well-off society in all aspects.The issue of quality and safety of agricultural products has therefore attracted a significant attention in both academic and industry.In order to better prevent and avoid the risks relevant to the quality and safety of agricultural products and ensure their highest quality and safety,this paper studies the formation,evolution,evaluation and management of agricultural product quality and safety risks in China from the perspective of supply chain.The main research results will be presented in the following aspects:(1)From the supply chain perspective of agricultural products,this study first analyzes the influencing factors of agricultural product quality and safety risks,and explores the general patterns and processes of agricultural product quality formation by means of the quality spiral model,and looks into the formation process of agricultural product quality and safety risks.Then,by sorting out the agricultural product quality and safety incidents in the past 10 years,the key elements of agricultural product quality and safety risk cascading and transmission were identified from the aspects of risk sources,risk streams,and risk carriers.The chain transmission paths of agricultural product quality and safety risk based on supply chain in China were also dissected using the "Sanlu Milk Powder" event and the "problem Meat" incident in Shanghai.Finally,the paper,from the aspects of both agricultural product supply and management,reveals the quality and safety risk transmission mechanisms of agricultural products from both the perspective of the quality and safety risk transmission mechanism of agricultural products and the perspective of subject governance.(2)By considering comprehensively the factors affecting the quality and safety risks of agricultural products,this study develops an agricultural product quality and safety risk assessment index system based on supply chain spanning from the production,the distribution,to the consumption link.An empirical study is carried out by combining the entropy weight method and the mutation progression analysis method.It enhances the systematic and comprehensive nature of agricultural product quality and safety risk assessment.The entropy weight method is used to determine the relative importance of the controlled variables in the evaluation system,which effectively avoids the adverse effects of the traditional mutation model on the assessment results of agricultural product quality and safety.An enhanced mutation model uses entropy weight method to sort and normalize the controlled variables layer by layer,which appropriately increases the gap between the total value of agricultural product quality and safety risks,enhancing the resolution of agricultural product quality and safety risks and improving the objectivity of evaluation results.(3)Based on the prospect theory and the evolutionary game theory,this study constructs an evolutionary game model of China's agricultural product quality and safety risk management from the perspective of supply chain,analyzes the strategic evolution of China's agricultural product supply enterprises and administrations,and introduces government subsidies to further explore their evolutionary dynamics.The study found that it's necessary for enterprises to keep their words provided that the governance performs an active administrative role.As a result,the quality and safety risks of agricultural products can be effectively controlled.Three factors including honesty costs,penalties,and dishonest incomes directly affect the strategic choice that are provided by enterprises.The value of the risk aversion coefficient directly determines the preventive effect of government subsidies on the quality and safety risks of agricultural products.The administrator can retain a good risk management effect by increasing the intensity of inspection or the intensity of punishment.(4)By analyzing the organizational structure of China's food safety and quality supervision and the system framework of food safety risk assessment institutions,we attempt to design a quality and safety risk management structure of agricultural products based on supply chain,and put forward the policy recommendations for improving the quality and safety risk management of agricultural products in China from the following four national system aspects,the trace-ability system,the credit system,the supervision system,and the agricultural product quality and safety risk early warning system.The innovations of this paper are as follows :(1)It reveals the cascading and transmission mechanism of agricultural product quality and safety risk based on supply chain;(2)It constructs an agricultural product quality and safety risk evolutionary game based on the agricultural supply chain in China;(3)It designs agricultural product quality and safety risk governance system from the perspective of the agricultural supply chain in China.
