Research On The Regulatory Countermeasures Of Agricultural Products Quality And Safety In Guangzhou City

The quality and safety of agricultural products,in the category of social public security,is closely related to the vital interests of the people's health and life security,and is one of the bases for people to live and work in peace and contentment and to develop a stable society.The quality and safety of agricultural products are affected by many factors,such as soil,temperature difference,rainfall,season,planting and agricultural inputs,among which potential risks and uncertainties are difficult to predict.Because of the development of modern industry and technology,modern agricultural production has changed in the past peasant economy planting mode,more and more use of agricultural inputs,and deterioration of environmental pollution and industrial pollution,climate factors formed by the influence,has become many external factors affecting the quality of agricultural products.In recent years,C hina's agricultural products quality and safety incidents have repeatedly reported that radiation current weak links of agricultural products quality and safety supervision of the masses of the people to pay more attention to the quality and safety of agricultural products,food safety first requires more urgent.This paper takes Guangzhou city of agricultural products quality and safety supervision work as an example,from the farmer cooperatives as a source of supply of the angle,through the analysis of farmers' professional cooperatives of agricultural product quality supervision,investigate the problems existing in the process of supervision.The first chapter introduces the background and significance of the topic,points out the important significance of the quality and safety of agricultural products on economic development and social harmony and stabilit y,then summarizes the literature research on monitoring the quality of agricultural products,this paper explains the research methods,research ideas and framework.In the second chapter of farmers' professional cooperatives as an example,the cooperatives in agricultural products quality monitoring practices and regulatory status,and a brief summary of the Guangzhou municipal government in recent years,agricultural products quality and safety supervision of the division of responsibilities,rules and regulations as well as the main measures.The third chapter mainly through questionnaires and interviews to collect data,pointed out that the farmer specialized cooperatives of agricultural products supervision,supervision of law enforcement and supervision are scattered objects supervision difficult,the implementation of regulatory measures in place,the problem of weak supervision technology.Then the reasons why it is difficult to implement the quality supervision policy of agricultural products of the fourth chapter,from the existing problems in the analysis of supervision organization system is not perfect,the cost of supervision is too dependent on government investment,the ability to detect the test failed to meet the monitoring requirements,the agricultural standardization system is not perfect and the quality and safety traceability system construction lag constraints.Based on the above analysis the fifth chapter puts forward to improve and strengthen the supervision measures,including perfec ting the supervision organization system of quality and safety of agricultural products,improve the quality inspection level,promote the standardization of agricultural production,strengthen the quality and safety of agricultural products traceability management,establish the image of the industry to promote the brand construction,the development of agricultural product quality safety community governance mechanism.Finally,the research conclusions are put forward.
