A Case Study Of Targeted Poverty Alleviation In Xinjiang’s Characteristic Industries

The Fifth Plenary Session of the 18th Central Committee of the Communist Party of China proposed that by 2020,all the poor people in rural areas will be lifted out of poverty,all the poor counties will be decapitated,and all regional poverty will be solved.In the past six years of targeted poverty alleviation,it has reached a critical period of overcoming difficulties.It has been proved by practice that in order to enrich the people and strengthen the region and achieve targeted poverty alleviation,it is necessary to vigorously develop regional characteristic industries and constantly expand regional characteristic economy,which is an effective measure to achieve a well-off society in all respects in 2020.One belt,one road,China is located in the northwest of China.It is a minority settlement area in the border area.It is subject to preferential policies of ethnic regional autonomy.With the continuous development of the western development and the further development of the strategy along the belt,Xinjiang has accelerated the development of Xinjiang’s reliance on the characteristic industries to achieve the goal of accurately eliminating poverty and revitalizing the countryside.AnJiHai Town,Shawan County,is located in the economic belt on the north slope of Tianshan Mountain in Xinjiang.The Eurasian continental bridge crosses through,with obvious location advantages.It is the famous "hometown of Chinese pepper".In recent years,AnJiHai town of Shawan County has realized the strong regional people’s wealth and the upgrading of industrial structure by relying on the pepper industry.With the continuous expansion of the economic cooperation between the pepper industry and other regions and countries,it has gradually realized the cross regional cooperation of the pepper industry,so that the farmers in the town can get rid of poverty and become rich.However,there are still many problems in the targeted poverty alleviation of characteristic industries in other regions of Xinjiang,especially in the poverty-stricken areas of Xinjiang,such as: unreasonable industrial structure,low development level of characteristic industries,small scale of industries,weak ability to transform the advantages of regional characteristic resources into regional economic advantages,and certain gap in realizing the leapfrog development of industries,etc They are all practical problems encountered by targeted poverty alleviation in Xinjiang’s characteristic industries.This paper will analyze the successful factors of developing capsicum industry in AnJiHai Town,Shawan County,so as to provide experience for the targeted poverty alleviation work of characteristic industries in other regions of Xinjiang.Based on this purpose,this paper synthesizes the existing research results at home and abroad,under the background of targeted poverty alleviation,under the guidance of national development theory,relying on Marx’s Interregional division of labor theory,"national perspective" development theory and modernization theory,combs the connotation,characteristics of characteristic industries,and the development of Xinjiang’s characteristic industries.On this basis,the author will make quantitative and definite By combining sex,theoretical research and empirical analysis,case analysis and overall analysis,field investigation and literature analysis,and ethnological research methods,this paper analyzes how the pepper industry in AnJiHai town of Shawan County relies on the government’s leadership,policy support,leading enterprise’s leadership,cooperative aggregation and other aspects,so as to build an anthology of Shawan County The basic framework of the successful development of Haizhen’s characteristic industries summarizes the "AnJiHai model" with characteristic development experience,which has guiding significance for other regions in Xinjiang to cultivate,develop and expand the characteristic industries so as to achieve the precise poverty alleviation,and provides some theoretical reference for the economic development of Xinjiang’s counties.In this context,the author will take the "AnJiHai model" to the poverty alleviation work of Xinjiang’s characteristic industries from The government,leading enterprises,cooperatives and poor households made experience promotion.
