Research On The Targeted Poverty Alleviation At Fanshi County In Xinzhou City

The poverty is a worldwide problem,which as an important factor for restricting their economic and social development,especially for development countries.As a county with a large populaion,China was faced a prominent problem of poverty,among the most prominent is the problem of poverty in rural areas.Since the 1980 s,China had carried out a series of poverty alleviation work and achieved certain results,but the poverty situation was still severe.The concept of targeted poverty alleviation was first proposed by Xi Jin-ping in 2013.With the constant development of its connotation and the deepening of practical application,the effective implementation has important practical and theoretical significance for China to build a moderately prosperous society in an all-round way.Fanshi county of Xinzhou city was located in one of 14 concentrated poor areas in our country-Yanshan-Taihang mountain,which was the national key poverty relief development.This areas was faced the problem of adverted natural condition,social development lag,poverty causes diversity,poverty reduction difficult.The problem of poverty is inside short period still is the problem that county of tall needs to take seriously and outstanding solution,hindering the pace that builds well-off society in the round and realizes modernization basically,also be the important safeguard that county of tall consolidates the effect that take out of poverty at the same time.Based on the theoretical connotation and relevant extension of targeted poverty alleviation,this study analyzed the poverty status and targeted poverty alleviation status of Fanshi county in Xinzhou city,which was national key county for poverty alleviation and development in Taihang-Yanshan mountain area,through research methods of literature study,case study,field visit,investigation and others.Aiming at the causes of poverty in the poverty-stricken villages and poor households in Fanshi county,this paper studies the effects and problems of the measures taken by the government in the process of targeted poverty alleviation,as well as the participation of poor households in the process of targeted poverty alleviation.The advantages and disadvantages was analyzed deathly in the process of targeted poverty alleviation in Fanshi county,which would apply the theory to practice,study the difficult task of building a moderately prosperous society to explore the practical targeted poverty alleviation and poverty alleviation measures in Fanshi county.The suggestions ofimprove the accurate identification mechanism,solid industrial poverty alleviation,coordinate department cooperation,establish a system of diversified participation in poverty alleviation,strengthen the leading role of cadres,improve villagers’ awareness of independent poverty alleviation were put forward,which aiming to improve poverty alleviation more precisely,realize the goal of lifting the poverty out and realizing the well-off society in an all-round way in Fanshi County.The targeted poverty alleviation and poverty alleviation efforts were summarized and prospected finally.
