Food is the most important thing in the world.Grain is a kind of special commodity which is closely related to national security and people's life.Grain is related to the development of the national economy,social security and stability,urban and rural residents of the daily life of important strategic materials and living materials.Ensuring food security has always been an important aspect of running a country and maintaining stability,and it has been stressed repeatedly by General Secretary Xi Jinping.Grain circulation links grain farmers,grain storage enterprises and grain market supervision departments together,and is closely related to production and consumption,domestic and foreign demand.How to carry out the grain circulation policy and its effect have an important influence on maintaining the grain circulation market order,controlling the grain price,adjusting the structure of grain collection and storage,ensuring the grain security and so on.It is of great practical significance to strengthen the research on the implementation of grain circulation policy,improve grain circulation policy continuously,and enhance the support to the policy implementation,and then improve the implementation effect.Lianyungang is located in the northernmost part of Jiangsu province and is the main grain producing area in the province.In the grain circulation,and domestic Shandong,Henan,Guangzhou,Heilongjiang and other places to purchase and sell relations;with the Grain Distribution Center,through special class train with Russia,Kazakhstan and other state-owned trade.The implementation of Lianyungang's food circulation policy has an impact on local,foreign,domestic and international food trade.This paper expounds the current situation of grain circulation policy implementation in Lianyungang,and analyzes the existing problems in the process of policy implementation while recognizing the existing achievements.Taking into account the status and role of food work,the food circulation policy itself,the departments and personnel implementing the policy,the resources for implementing the policy,and the problems existing in the food work after the institutional reform,it is suggested that the government and departments should attach more importance to food work,refine policies in light of actual conditions,improve the implementation capacity of food circulation policies and strengthen support for their implementation,in order to promote the Lianyungang grain circulation policy implementation effect to realize the enhancement.In the new situation,to solve the problems existing in the grain circulation,we should not only pay attention to the grain work itself,but also pay attention to the external environment and conditions,adjust the relationship between the government and the market,clarify the relationship between the government and enterprises,and constantly improve policies,we will resolutely implement policies to make up for the inadequacy of the role of the market,and the government will intervene appropriately to guide the healthy operation of the grain market.There are 3 diagrams,4 tables and 70 references in this paper.
