Study On Underused Urban Land Readjustment Policy

As the state further clarifies the need to control the scale of new construction land in large cities,if it continues to expand unregulated and expands,only pay attention to the accumulation of quantity and neglect the improvement of quality,and ignore space efficiency and environmental quality as well,there will be problems such as the lack of cultivated land resources,inappropriate use of stocking land,etc.In order to promote the development of urban society and economy,revitalizing the stock of land for construction and promoting the redevelopment of underused land are the focus of the next step.The underused land is complex and complicated,which is difficult to grasp in actual definition,statistics and redevelopment.Therefore,it is necessary to formulate corresponding policies to regulate land use behavior.Based on the analysis of the concept of underused urban land and the successful experience of redevelopment policies at home and abroad,this paper makes a simple review of the development process of foreign and domestic redevelopment policies.It is found that the urban renewal of overseas countries has undergone the process of urban reconstruction--urban reuse--urban redevelopment--urban regeneration--neighborhood rejuvenation,while domestic can be summarized as initial exploration,slow development,pilot promotion and further promotion.Focusing on the evolution of underused land redevelopment policies in Guangzhou,this article uses literature research and content analysis and sorts out 30 policies by time,unit and type of Guangzhou from 2009 to 2018,and the word frequency analysis of ROST software was used to find the key words of the policy text and construct a text analysis structure framework.Then,select 5 representative policies to expand the text content analysis,code all 270 texts in the policy one by one,and establish an X-Y-Z dimension research framework based on policy tools,policy processes and policy types.The analysis results show that environmental policy tools are excessive and the effective policy tools are not fully utilized,and supply-and demand-based policy tools are missing.In view of the shortcomings of existing policies,the reasons are summarized as the difficulty of land dynamic management,the complexity of land ownership,the tripartite game of interest and the imperfect supervision mechanism based on the perspective of public policy life cycle.Next,correspondingly put forward optimization suggestions--build a comprehensive information platform,improve the land property system,balance the use of effective policy tools,and improve the evaluation and supervision mechanisms to provide a reference for the promotion of urban inefficient land redevelopment in the country.
