Study On The Implementation And Optimization Of Shenzhen Urban Renewal Policy

Since Reform and Open-up,Shenzhen has experienced almost 40 years of rapid development,while the restraint effect of urban space resources continues to emerge.Land shortage has become the biggest bottleneck in the development of Shenzhen,causing a series of development difficulties like rising costs,lack of space as well as worsening ecological environment.Thus,optimizing and adjusting the existent space resource through urban renewal has become an inevitable choice for Shenzhen to explore its development potential and expand its development space.Urban renewal,as a way of utilizing the stock land,is a systematic project involving all aspects of urban development.Besides clear,specific and effective planning solutions,relative mechanism and measures are also important to ensure the implementation of the urban renewal schemes,as well as the corresponding policy system.Shenzhen boosts the most comprehensive urban renewal policy system in the country.Under the premise of respecting history,safeguarding public interests,and maintaining legal authority,Shenzhen has protected the legitimate rights of the parties to some extent,which helps to resolve social conflicts and promote social harmony,and played an exemplary role nationwide in respect of urban renewal.Meanwhile,the urban renewal policy of Shenzhen also has many problems in the process of formulation and implementation,which need to be further studied and resolved.This paper,which is based on the assessment of the current urban renewal policy of Shenzhen as well as reference to the implementation experience of urban renewal in British,focuses on the core issues in the progress of urban renewal in Shenzhen and comprehensively takes social,economic,cultural,management factors into account to analyze the optimization path of the policy.The paper is divided into six chapters: Chapter1 is introduction,which mainly discusses the background of topic selection,research significance,research ideas,main innovative points,etc.;Chapter 2 illustrates the definitions of relevant concepts and theoretical basis,analyzes the connotation of urban renewal,and summarizes the relationships of urban renewal and relative theories;Chapter3 is analysis of the implementation process and problems of Shenzhen urban renewal policy,which characterizes the implementation phases and current status of the urban renewal policy in Shenzhen and conducted a in-depth analysis from the respects of policy formulation and operation to point out the primary problems of the current policy;Chapter4 is the experience and inspiration of the urban renewal policy in the UK,which sums upthe implementation process,main characteristics and reference significance of the British urban renewal policy;Chapter 5 is suggestions for the perfection of Shenzhen urban renewal policies,which puts forward the optimization proposal from various aspects such as goal setting,management system,policy formulation and public participation.Chapter 6is conclusions and expectations,which summarizes the results and deficiencies of this paper.
