Study On The Theory And Practice Of Poverty Alleviation And Elimination In Fujian Province

Poverty,being a worldwide problem,restricts the development of a country's society and economy.China is a large developing country with a population of more than 1.3billion.The problem of poverty has been highly concerned by the Party and the state.The Eighteenth National Congress of the Communist Party of China has put forward the goal of "two hundred years".The Nineteenth National Congress of the Communist Party of China has put forward the goal of "ensuring that the poor in rural areas will be lifted out of poverty by 2020 under the current standards of our country,and all the poor counties will take off their hats".This puts poverty alleviation in the prominent position of governing the country.Poverty alleviation is the first livelihood project in China,which is related to the objectives of building a moderately prosperous society.Fujian Province,as a more developed coastal province,thinks highly of poverty alleviation and development,and always regards poverty alleviation as an important political task.It unswervingly organizes departments at all levels to promote poverty alleviation in a planned and step-by-step manner.,and achieves great achievements,thus laying a solid foundation for realizing comprehensively construction of a well-off society.On the basis of reviewing relevant literature review,defining relevant concepts and theoretical analysis,this paper reviews the evolution process of poverty alleviation theory with Chinese characteristics,and sorts out the practical results and main models of the four stages of poverty alleviation in Fujian province.Furthermore,23 key counties of poverty alleviation and development at the provincial level were taken as research objects to analyze the practice and effect of poverty alleviation in Fujian province,in order to provide reference for those regions still in the poverty alleviation and development stage.At present,Fujian province has entered the final stage of poverty alleviation.To alleviate poverty,we should aim at building a well-off society in an all-round way and combine it with the strategy of rural revitalization.In order to achieve new goals and meet new challenges,referring to the experience of poverty alleviation in Guangdong and Zhejiang provinces and combining with the development characteristics of Fujian Province,this paper puts forward countermeasures and suggestions from the perspectives of preventing poverty return,alleviating relative poverty,consolidating grass-roots foundation,insisting on reform and innovation,and increasing personnel training.
