Overcapacity Effects On Industrial Upgrading

China's manufacturing industry has overcapacity.In 2011,the average utilization rate of manufacturing capacity in China was only 70%-75%.In general,more than 85% indicated that the production capacity was insufficient,and 75% or less indicated that the excess capacity was serious,and the utilization rate of most industries was lower than that of international recognition Normal level of 79%-82%.Manufacturing industry caused by a series of economic problems have seriously affected the healthy operation of China's economy.In view of the overcapacity,the State Council issued the Guidance on Resolving the Contradiction of Serious Overcapacity in 2013,and the Ministry of Industry and Information Technology issued a notice of eliminating backward production capacity and excess capacity from 2007 to 2015.deploy.The negative effect of overcapacity in the manufacturing industry has seriously affected the transformation and upgrading of China's industry,and has become an urgent problem to be solved in the process of China's economic transformation and upgrading.To promote the upgrading of the manufacturing industry is imperative to resolve the excess capacity.In order to effectively resolve the excess capacity of the manufacturing sector,first of all,we analyzed the causes of overcapacity and the impact on the economy.Secondly,it discusses how the excess capacity affects the industrial upgrading.What are the characteristics of the excess capacity of different industries in different industries on the industrial upgrading?Finally,how to more effectively resolve the excess capacity in the context of industrial upgrading? What are the measures to be taken to promote industrial upgrading by the impact of overcapacity?On the basis of systematically analyzing the causes of overcapacity and the impact on the economy,this article analysis the conduction mechanism that overcapacity affects the upgrading of manufacturing industry from enterprise micro,industry medium and national macro three dimensions.Manufacturing was divided into the whole manufacturing samples,the manufacturing of light industry types sample,the manufacturing of heavy industry types sample.China was divided into eastern,central and western three parts.On the basis of this division,analysis that capacity utilization on different areas of China and different type manufacturing industry effect industry upgrading.By panel data model from 2000 to 2013 year of China's manufacturing industry empirical test the effect.The results showed:in terms of whole country,capacity utilization rate is significantly positive on the industrial upgrading,in terms of different types manufacturing industry,the influence on manufacturing of light industry types is greater than the influence on heavy one;In terms of different regions,the positive influence from which capacity utilization rate effect industry upgrading relies mainly on manufacturing of heavy industry types in the developed areas,relies mainly on light one in the developing area.In eastern regions the urgent task is to promote industrial upgrading,it is imperative that dissolve excess capacity in central and western area.
