Research On The Implementation Of Rural Minimum Living Security Policy In Yinan County

The rural minimum living security is an important task for the construction of a new socialist countryside.In order to better solve the life of rural difficult groups,the country has tried to establish a rural minimum living security system.Through long-term exploration,it began to be implemented nationwide.The rural minimum living security policy includes all the poor people who meet the standard into the scope of protection,and improves the basic life of the rural hardship groups through the payment of minimum living allowances.As a public policy,the rural Dibao system was initially piloted in several regions since 2004.Since then,in 2007 the state officially issued a document requesting the country to speed up the establishment and improvement of the rural minimum living security system.After more than ten years of improvement and improvement,it has played a very important role in promoting rural economic development,maintaining social equity,and narrowing the gap between urban and rural areas.This article through in-depth research and discussion on a series of problems arising from the implementation of the rural Dibao policy,and put forward effective solutions to these problems in order to further improve the existing rural Dibao policy to make it more effective Has played its due aid role to ensure the long-term benefit of the poor.This paper is based on a summary of the existing research on rural minimum living security in China,and an in-depth analysis of the current situation of rural minimum living security in Yinan County.Issue questionnaires,interviews and other methods,combined with the experience summarized in the actual work to have a deep understanding of the implementation of the rural minimum living security policy in Yinan County.Through analysis of the actual Dibao data in Yinan County,the problems in the implementation of Yinan County's rural Dibao were more deeply exposed,which has contributed to improving the precision of poverty alleviation in Yinan County and solving rural poverty problems.As a grassroots government,Yinan County,taking it as a research object,puts forward countermeasures and suggestions for improving the rural minimum living security work in Yinan County,which has a positive significance for enriching the experience of other basic grassroots governments in rural minimum living security.The research in this paper summarizes the following problems in the implementation of the rural minimum living security policy in Yinan County:the lack of dynamic management of the minimum living allowance,the neglect of the spiritual level of assistance,the weak grassroots minimum living security,the low level of specialization,and the family Difficulties in income verification and violations of minimum living guarantees still exist.According to the problems found in the field survey of Yinan County,combined with the achievements in the field of rural minimum living security policy research in China,the corresponding improvement suggestions are proposed based on the improvement of the implementation of rural minimum living security policy in Yinan County and the improvement of government service efficiency:Strengthen income verification and accurately identify the targets of rural Dibao;establish an effective monitoring mechanism;improve the standardization of rural Dibao management;expand the distribution of grassroots staff and improve the quality of grassroots staff;strengthen policy publicity;strengthen the use of social resources.Improve from the above aspects so that Yinan County's rural minimum living security policy can be implemented more effectively and play its due role.
