Research On The Measurement Of The Construction Coordination Degree Of "Three Zones And One Base" In Hebei Province

The synergetic strategy in Beijing-Tianjin-Hebei is one of the major national regional development strategies.The strategy focuses on relieving non-capital functions of Beijing and aims to promote the overall coordinated development of Beijing-Tianjin-Hebei region by adjusting the regional economic structure and spatial structure.Among them,the development of Hebei is an important part of the coordinated development strategy of Beijing,Tianjin and Hebei.In April 2015,the Political Bureau of the Central Committee of the Communist Party of China passed the Guidelines for the Coordinated Development of Beijing-Tianjin-Hebei Region,which clearly defined the functional orientation of Hebei development as "an national important base for modern commercial logistics,a pilot zone for industrial transformation and upgrading,a demonstration zone for new urbanization and urban-rural integration,and Beijing-tianjin-hebei ecological environment support zone ",referred to as "Three zones and one base ".The four functions positioning of "Three zones and one base" are indispensable,which need to be promoted in a coordinated way and develop Hebei in coordination with Beijing and Tianjin.Based on this,this paper studies the development of "three zones and one base" from the perspective of "coordination".On the basis of summarizing the development status of "Three zones and one base" in recent five years,this paper uses coupling coordination degree model,driving force model and obstacle degree model to measure and analyze the coupling coordination degree and its influencing factors,and puts forward countermeasures and suggestions for further promoting the high-level coordinated development of "Three zones and one base".The main content of this paper is composed of five parts: the first chapter is the introduction.In this chapter,firstly,it introduces the research background,the research purpose and the theoretical and practical significance of the paper,then summarizes the research status of "three regions and one base" at home and abroad and the review,and finally puts forward the research content,research methods and technical path of the paper.Chapter two is the theoretical basis.Firstly,it summarizes,studies and expands the theory of coupling coordination degree,such as system theory and coordination theory,and on the basis of clarifying the connotation of "Three zones and one base ",analyzes the relationship between "Three zones and one base ".Chapter three studies the current situation of the construction and development of "Three zones and one base ".Chapter four is the empirical analysis chapter of this paper.First,based on the analysis of the construction status of "Three zones and one base " in chapter three,an index system covering multiple aspects is constructed according to the corresponding principles,and the objective weighting method is used to empower the indexes in the index system,then the development level and synthesis of each subsystem of "Three zones and one base " in Hebei Province are calculated according to the index system In terms of development level,it is found that the development level and comprehensive development level of each subsystem were on the rise from 2013 to 2017;then,the coupling degree of "Three zones and one base " is measured by using the coupling degree formula,and it is found that the overall trend is on the rise;on this basis,the coupling coordination degree of "Three zones and one base " is calculated,and it is found that the coupling coordination degree of "Three zones and one base " in Hebei Province is well coordinated.Then this paper analyzes the factors that affect the coupling coordination degree of "Three zones and one base " in Hebei Province by using the driving force analysis and obstacle degree model.It is found that in the four systems of "Three zones and one base ",the driving coefficient of the national important base for modern commercial logistics is negative,which restricts the improvement of the coupling coordination degree of "Three zones and one base " in Hebei Province.Then it finds out four factors that affect the coupling coordination degree of "Three zones and one base " The main obstacle factors of system development.The last chapter is countermeasures and suggestions.According to the analysis of chapter four,it puts forward countermeasures and suggestions to comprehensively improve the development level of Commerce and logistics industry,and further promote the transformation and development of the three industries.
