The high-level talents have become the most valuable resource for public institutions growth.And how to stimulate the enthusiasm of employees,motivate the ability of employees to work has become a major issue to be considered by organization.The management of employees is also human resource management,and the most important part of human resources management is performance management.A reasonable performance appraisal system plays an important role in the development and operation of the unit.Therefore,improve organizational performance by improving the performance appraisal system is the ultimate purpose of this paper.At present,HB highway officials implement the system of "thousand-point assessment",but there are still some discomforts in the application of this system.The main research purpose of this paper is the application of relevant know ledge of human resource management,through literature research,questionnaire survey,the method of quantitative analysis and qualitative,to research HB highway officials existing performance evaluation system,and the deficiencies in the appraisal were found through inquiry and investigation from the aspects of assessment index setting,assessment evaluation and application;KPI indicators are not clear;Assessment weight ratio imbalance;Excessive examination frequency;Too big difference of appraisal result;insufficient use of the assessment results.This paper is divided into seven parts,of which the first chapter mainly introduces the writing background,research significance and thinking method.The second chapter describes the research status and common assessment methods at home and abroad.The third chapter introduces the current situation of HB highway personnel performance appraisal.The fourth chapter through questionnaire analysis to find out the shortcomings of the existing assessment system-unclear job responsibilities;KPI indicators are not clear;evaluation index weight ratio is out of balance;Insufficient application of assessment results;The assessment period is too short;The examination subject is unstable and subjective.Chapter five proposes reasonable suggestions and solutions for these problems in combination with the actual working environment of HB highway administrators,such as optimizing the performanceappraisal process;set up key performance indicators;establish the evaluation index weight;optimize the assessment cycle;improve the examination subject;and optimize the application of the examination results.Then improve the management efficiency,improve the ability of employees to work,mobilize the enthusiasm of employees.Chapter six puts forward the guarantee measures for the implementation of the scheme in order to optimize the assessment.Chapter seven summarizes the thesis.Through the optimization design of the existing performance appraisal system,this paper makes the appraisal system suit to the actual work,so as to maximize the role of performance appraisal,achieve the situation of coordinated development between the organization and employees,and contribute to the management of HB highway personnel.
