| The report of the 19 th National Congress of the Communist Party of China made a judgment on "changing from a high-speed growth stage to a high-quality development stage",demanding that China's economic development mode be transformed and upgraded,from focusing too much on GDP growth to focusing on improving the quality of economic development.The improvement of the quality of economic development not only means the expansion of the scale of the national economy,but also the improvement of the economic,social living standards,and environmental quality.In the five years since the Jing-jin-ji coordinated development strategy was put forward,the three places have made positive progress in reducing regional disparities,cracking institutional barriers,improving the layout of urban agglomerations,and cultivating new momentum for economic growth,and the quality of economic development has improved.In order to further improve the quality of Jing-jin-jin economic development and promote the process of coordinated development,it is necessary to accurately grasp the current status and major gaps in the quality of Beijing-Tianjin-Hebei economic development at the theoretical and practical levels.Based on the connotation of high-quality development and the five development concepts of "innovation,coordination,green,opening and sharing",this paper constructs an index system including six dimensions of economic vitality,structural optimization,scientific and technological progress,infrastructure,people's livelihood improvement and ecological friendship.An empirical calculation was performed using the index data of the three places in Beijing-Tianjin-Hebei in 2005-2017 and the index data of each city in Beijing-Tianjin-Hebei in 2012-2017.The results show that the quality of Beijing-Tianjin-Hebei economic development is generally on the rise.Beijing has the best economic development quality,followed by Tianjin,and finally Hebei,and the quality of economic development in Hebei is lower than the national average.In terms of growth rate,Hebei's development quality score has increased rapidly,and the development gap between Hebei and Beijing and Tianjin has been narrowing.At the city level,with the exception of Beijing and Tianjin,the top three cities in Hebei's economic development quality score are,in turn,Langfang,Qinhuangdao,and Shijiazhuang.It can be seen from the Theil index that the development between cities in Hebei is relatively uniform.The development gap between Beijing,Tianjin and Hebei is mainly due to the uncoordinated development between Hebei and Beijing and Tianjin.The gap is mainly reflected in the dimension of technological progress.In terms of spatial layout,the performance of cities with medium to low development quality and low development quality surrounds the development scenario of Beijing-Tianjin dual-core,and with Beijing-Tianjin as the dividing line,the quality of development in northern cities is generally higher than that in southern cities.At the same time,the development quality distribution of Jing-jin-ji is a slight centralization.The development quality of Langfang,Tangshan,and Qinhuangdao,which are closer to BeijingTianjin,is better than the other distant areas.We should break down administrative barriers and make overall development to form a good environment of integrated transportation,industrial docking,and environmental co-governance,and promote the coordinated development of regional economic development quality. |
