Research On Financial Expenditure Performance Evaluation Of Urban Rail Transit PPP Project

Since 2014,the Chinese government has adopted the Public-Private Partnership model to attract social capital for construction and operation in the field of infrastructure and public services,which has achieved considerable success.However,with the increasing number of PPP projects,the problem also gradually stands out among them.Among them,in terms of financial expenditure,according to the documentation of reported projects,within the PPP project contract period,some administrative regions' annual public budget expenditure has increased as high as 7%,and even a few administrative regions have its public budget expenditure exceeded 10%.It is mainly for the purpose of solving the current financial expenditure performance evaluation of the urban rail transit PPP project.heavy input light output;With the emphasis on procedures rather than entities.So long with the problem that the financial expenditure performance evaluation results are often superficial and cannot truly reflect the objective situation of the financial funds of the PPP project of the urban rail transit.In order to improve the current situation,it is necessary to establish a financial expenditure performance evaluation system for urban rail transit PPP projects in the process of financial expenditure performance evaluation,which is the closest to the objective results.In this way,the government can better understand the use of fiscal funds and provide reference for further promoting the allocation of funds,construction and operation of urban rail transit PPP projects.Based on this,this paper reviews the research results of scholars and synthesizes their viewpoints.First,focusing on the urban rail transit construction projects and the legislative status quo of fiscal expenditure performance evaluation,combining the State Council and the local documents issued by the province department of finance,and other departments.In addition,by combining with the practice,the characteristics of PPP projects of urban rail transit,from the preliminary selection of evaluation index,and then through the literature research method for the primary indicator of verified and refined.Secondly,the author collects information by means of expert questionnaire,optimizes the selected indexes according to the suggestions of experts,and establishes the performance evaluation index system of fiscal expenditure of urban rail transit PPP project.Finally,the entropy method is used to assign weight to the index system,and the evaluation model is established by the fuzzy comprehensive evaluation method.In order to test whether the constructed index system is reasonable and effective,the urban rail transit project of section a-b in Y city,X province is selected as A case,and suggestions are put forward.
