Research On Rural Industrial Integration Development In Wuyuan County

Since the Eighteenth National Congress of the Communist Party of China,the Central Committee of the Party has taken the integrated development of rural industry as an important handle to solve the current rural problems in China.In 2015,the Central Government's No.1 document clearly proposed that it would promote the integrated development of rural primary,secondary and tertiary industries,in the same year,the State Council issued the “Guiding Opinions on Promoting the Integrated Development of Rural Primary,Secondary and Tertiary Industries”.The report of the 19 th National Congress of the Communist Party of China once again stressed the need to promote the integrated development of three industries in rural areas.In September 2018,the State Council of the Central Committee of the Communist Party of China also clearly put forward that the integrated development of the three industries is a significance measure to achieve multi-factor optimization among rural industries,increase farmers' income and promote rural development.The Central Government Document No.1 in2019 once again proposed to improve the rural one,two and three industries to integrate the development's benefits linkage mechanism,so that farmers share more of the industrial value-added benefits.Central Document No.1 of2020 pointed out that it is necessary to support all regions in building their own full-featured agricultural industrial chains based on their resource advantages,establishing and improving mechanisms for farmers to share the added value of the industrial chains to form the competitive industrial clusters and promote the integrated development of primary,secondary and tertiary industries in rural areas.In 2018,Wuyuan County in its government work report proposed to achieve the nation's leading goal of the integrated development of threeindustries,and in the same year,and it was selected as the creation list of the national rural primary,secondary and tertiary industries integrated development pilot zone.This article takes Wuyuan County,Inner Mongolia as the research object,using the methods of literature analysis,survey,interview,qualitative analysis and quantitative analysis,etc.to study the situation of rural industrial integration and development in Wuyuan County,and strive to help Wuyuan County achieve the national leading goal of the integration of three industries.In the investigation,the author found that although Wuyuan County was selected as the national pilot list for the development of the first,second,and third industry integration in rural areas,there were still relatively lack of relevant talents,insufficient advantages in economies of scale,shortage of funds,and financing in the process of rural industrial integration development.Difficult,unclear rights and responsibilities of the main body of industrial integration and inadequate benefit sharing Sound;the problems of the unclear role of the government and the market in resource allocation etc.For these reasons,this article proposes that Wuyuan County must by the ways of increasing investment in education to optimize its talent policy,driving the integration of three industries with innovation as the core,clarifying the division of labor and coordination to improve the mechanism and system,transforming the functions of government to promote coordinated development and so on,to achieve the integrated development of rural primary,secondary and Tertiary Industries.
