As the Outline of the National Strategy of Innovation-Driven Development moves forward,elements of R&D flow between cross-regional become more frequent,and it is self-evident for the importance of enhancing regional innovation efficiency.Previous cutting-edge research has examined the impact of R&D factors flow on regional innovation efficiency mainly on amount of input and changes in structure,however overlooking the influence of spatial flow.So this paper explores from a dynamic perspective about the influence of spatial flow of R&D elements on regional innovation efficiency.At first,this paper used an improved gravitational model and constructs R&D personnel together with R&D capital spatial flow potential energy indicators to measure the scale of R&D factors flows,thus obtaining 30 provinces and municipalities in China from 2009 to 2018(Excluding Tibet).Further classification and comparison from the perspective of the eight major regions found that the total amount of R&D personnel and R&D capital spatial flows in China is increasing,but the intensity of flow between regions showed significant differences.Funds was maintained with a steady growth and the distribution was stable,however the pattern of R&D personnel started to diverge.Secondly,the DEA-CCR model was used to measure the regional innovation efficiency,and the dynamic changes of regional innovation efficiency were analyzed with the help of the kernel density distribution.The distribution is quite different,showing an obvious aggregation effect.Over time,the aggregation place migrates to the eastern region.By using the global Moran ’s I to test its spatial correlation,the results indicated that there is a positive spatial correlation between each regional innovation efficiency in China.Thirdly,based on the panel data of 30 provinces in China from 2009 to 2018 and the spatial SLM model,empirically analyzed the effect of spatial flow of R&D factorson regional innovation efficiency.The empirical results show that the spatial flow of R&D personnel and R&D capital can significantly promote the improvement of regional innovation efficiency,but the promotion effect of the two is not much different;the degree of regional openness can also significantly improve the level of regional innovation while the degree of economic openness is significantly negative,and the impact of transportation infrastructure is limited.Finally,this paper put forward relevant policy suggestions: while formulating policies to improve the economic benefits of the region,local governments need to consider both the economic development ideas and conditions of the local and surrounding areas;establish and improve regional innovation resources and regional coordinated innovation benefit sharing mechanisms,promote the multi-directional flow of R&D personnel and R&D capital between regions;optimize the layout of regional innovation resources,make full use of the advantages of innovation resource clusters,and efficiently integrate various types of innovation resources;face new changes in domestic and foreign environments,and open to the outside world based on geographical characteristics.Establish a new development pattern of regional comprehensive openness,and further improve the efficiency of regional innovation in China.
