Rural vitalization were first introduced at the 19 th National Congress of the Communist Party of China.And further deployment was made in the No.1 Central Document of 2018 and 2019.The rural land system is the foundation and core of the rural system.Whether it is optimized or not is the key to implementing the strategy of rural vitalization.From 2015 to now,33 counties(cities,districts)in the country are conducting three trials of rural land system reform,innovating a land reform model that is suitable for the local area,and is promoting rural development in different ways.Lu County,Sichuan Province,is one of the 33 pilot regions in the country.Through its rural land system reform and other supporting reforms,Tanba Village has jumped from a provincial "poor village" to a reformed "star village" in just three years,realizing the revitalization of poverty.This article takes Tanba Village as a case study and builds an analytical framework based on the "nested" institutional change theory in new institutional economics;Comprehensively used research methods such as literature research,questionnaire survey,unstructured interview,etc.,and deeply explored the reform model,successful mechanism and empirical inspiration of Tanba Village.The main findings of this study:(1)In terms of reform measures,Tanba Village is based on the reform of the land system and is supplemented by a series of poverty alleviation measures,which have resulted in various layers of policies.(2)At the level of system and mechanism,on the basis of greatly improving the leadership of the two committees of the village,Tanba Village formed a village-level stock economic cooperative through the "three-society integration";the collective assets were liquidated,and under the framework of "three rights separation" Enabling empowerment;creating conditions to effectively promote the "three changes" in the rural areas of "resources change assets,funds change shares,farmers change shares," thereby enabling the driving forces to realize a benign interlocking relationship.(3)The effective superposition of policies and the positive correlation of the driving force have made the reform performance a “multi-birth” doubling state,allowing Tanba Village to thrive in industry,wealthy life and effective governance(including ecological livable Village-style civilization)and other aspects have been greatlyimproved.The reform and revitalization policies presented by Tanba Village have effectively superimposed the policies,the thrusts are interlocked,and the benefits are mutually motivated reform models,forming an organic nested structure of institutional change.The enlightenment of this “nested” system reform model to other similar regions in promoting rural revitalization(applied value):(1)Based on the reform of the land system,various policies can be superimposed layer by layer;(2)With the promotion of the "three changes" in the countryside as the axis,the various institutions and mechanisms can be linked together;(3)The rational distribution of personal interests and On the basis of collective interests,the mechanism of each other's reform performance is activated.
