The Assessment And Analysis Of Basic Development Ability Of Rural Vitalization At County Level

The upsurge of rural vitalization has been set off all over the country,since The 19 th Communist Party of China National Congress put forward the rural vitalization strategy.How to better implement the strategy of rural vitalization and how to comprehensively vitalize the countryside according to local conditions becomes particularly urgent.Based on this,the assessment and analysis of the basic development capacity of the countryside is imminent.This paper concentrates on the general requirements of ‘flourishing industry,livable environment,rural civilization,efficient governance,affluent life' in the Strategic Planning for Rural Revitalization(2018-2022)and the requests of the Construction regulation for beautiful villages in the new era.To establish evaluation index system of rural fundamental development capacity,empower each index by using Entropy Weight Method and Subjective Assignment Method then calculate scores of the basic development ability,industrial development ability,ecological environment ability,civilized management ability and living standard ability of each county administrative region in Zhejiang Province to analyze the basic development ability of rural vitalization.The basic development ability of rural vitalization of 58 county administrative regions in Zhejiang Province mainly manifests that the development of northeast coastal areas is obviously better than that of southwest inland areas.Based on the index data of Zhejiang Province from 2008 to 2017,this paper calculated the score of basic development ability of each country administrative region in Zhejiang Province,analyzed and compared these basis development abilities region by region,and put forward suggestions on the implementation of Strategic Planning for Rural Vitalization(2018-2022)from space and region.
