Rural Village-level Stock-cooperation System Reform Research In Jianggan District Zhejiang Province

It is of great importance to explore the effective realization form of collective economy, to innovate agricultural management system, to operate mechanism of collective economy, to accelerate the transformation of the mode of agricultural operation, to enhance collective economy vigor, to realize the rural collective economic organizations of the stable development, to safeguard the legitimate rights and interests of farmers and to promote the industrialization, urbanization, agricultural modernization process.This paper first conducted a literature review of the reform of stock cooperation system of the village collective economy. The inevitability was analyzed on the basis of the theory of institutional change. Operation mechanism, operation flow and practice were analyzed using a case study of Wufu and Yuzhang. Combining with the field research of Jianggan District as a reform pilot, practices and achievements of the reform of stock cooperation system of village collective economy since2002were analyzed. The Difference-in-difference model has been used to do the analysis basing on a case study in Jianggan District Zhejiang Province in order to find the existing problems and development bottleneck and then offer some suggestions for further development.The conclusions are as follows:(1) The traditional organization of rural collective economy has many problems;(2) Rural collective economy is property right system reform The goal is to establish a modern system of property rights and to increase farmer income;(3) Collaboration of share of rural collective economy system reform has many features;(4) Collaboration of share of rural collective economy system reform is of great significance. It is also suitable for China’s national conditions and in accordance with the induced institutional change’profitability, spontaneous, progressive character, it is a necessity of historical development, and it is also a perplexing and continuing process of improvement and adjustment;(5) Jianggan District rural collective economy reform of share cooperative system is divided into two stages, the second stage exists more improvements than the first stage;(6) Jianggan District stock cooperative system reform of rural collective economy overall has obtained positive result, but problems also exist;(7) the reform of stock cooperation system of village collective economy can increase the peasants’income during the reform-finish year and the following three years. But the positive effect is not significant since the fourth year. The reason may be the flaw of fair and reasonable interest distribution mechanism.Suggestions are as follows:(1) Further improvements are needed;(2) Define the rural collective assets property right and membership;(3) Define the property right and membership of the rural collective assets;(4) To build a fair and reasonable interest distribution mechanism is of great importance besides the effort to ensure the increase of the public interest amount, and only in this way can we make sure that the peasants’incomes do increase.
