China is a big country of agriculture and farmers,and solving the problem of agriculture,rural areas and farmers is the top priority of the whole party's national work.The core problem of "three rural areas" is the problem of farmers,and the key of solving the problem of farmers is to achieve income increase,and the important factor of increasing farmers' income is the improvement of farmers' quality.With the deepening of China's reform and opening up,the progress of modern agriculture is accelerating,and the influence of science and technology on the development of agricultural economy is increasing.The scientific factors contained in agricultural production are increasing,and the demand for high-quality rural scientific and technological talents is increasing.So it is urgent to further develop the rural scientific and technological talents resources and take a road of science and technology in line with the rural areas of our country to flourish agriculture.At present,scientific and technological personnel training has been taken by rural party committees and governments at all levels as a major measure to build a well-off society in an all-round way,to eliminate poverty,to promote the national modernization process,to improve the quality of rural personnel,and to promote rural employment ability and comprehensive quality of the important measures.Compared with inland towns,kumubashi,which is located in Aksu,and at the forefront of anti-terrorism area in northwest China,is still lagged behind,meanwhile,There are also some problems in the construction of the team of “rural science and technology understanders”.Thus,cultivating a “rural science and technology understanders”which is sensible in ideology,policy,technique,and practice,a team following the party,expert in technology,management,acquiring wealth,and promoting rural harmony,is not only the demand from local economy development,but also the infrastructure for social stability in the long term.Human capital and training-related theories are the basis of this paper,which consists of five chapters.Firstly,this paper introduces the research background,significance and current situation of scientific and technological personnel education and training at home and abroad,and analyzes the research ideas,research methods and innovation directions of this paper.Secondly,based on aksu city library wood bashkortostan township of rural scientific and technological personnel training work practice carrier,“rural science and technology understanders” training,raises the new concept of“rural science and technology understanders”,analyze its political will guide,regional characteristics,whole construction machinery,practicability,played the guiding effect in the countryside,the multiplier effect,drive effect.Thirdly,through the investigation and study,and summarizes the basis of training “rural science and technology understanders”,rural revitalization strategy implementation,era of development,the present status of rural science and technology talents need a understand agriculture,love the countryside,agriculture“rural science and technology understanders”of the team,at last,through the questionnaire methods such as from the importance of the training,training content,training methods,training types,training effect and so on seven aspects to do the training demand survey and analysis.Fourthly,the paper analyzes the total amount and structure of “rural science and technology understanders”in kumbashi township,and concludes that“rural science and technology understanders”have some characteristics such as quantity shortage,unreasonable structure and unreasonable industrial distribution.Therefore,the local government has trained a group of “rural science and technology understanders ” from the following fifth aspects: strengthening three teacher teams,carrying out diversified training,standardizing training procedures,and integrating training resources,which has promoted farmers' income and prosperity and agricultural modernization,policy booster model.At the same time,we found that there were still some deficiencies,mainly reflectedfrom the following aspects: the training objects of “rural science and technology understanders” have low knowledge level and skill level,the training contents are not systematic and targeted,the training methods are not flexible enough,and the training management lacks supervision.Intensive analysis for the causes of the problems are: old perception stiil held by both the township government and the trainee,innovation and consciousness of change is not strong;training mechanism is incomplete,lack of institutional guarantee;insufficient funds for training and imperfect fund guarantee mechanism;training supervision is not in place,training effect inspection mechanism is not perfect.Fifthly,according to the analysis for present training problem,and from the height of the policy design,it is proposed that the training project should be launched under the following principles " government led,market orientation and practical effect",putting forward that by 2021,the training should covers all rural,and by 2025,qualified worker form the training project should account for 26% of all rural workers.The general requirements of training should always run through the "one main line",adhere to the "two-wheel drive",implement the "three guarantees",cultivate the "four understanding" and achieve the "five orientation",so as to provide an inexhaustible driving force for the realization of social stability,long-term stability and socialist modernization.On this basis,the author puts forward some countermeasures and suggestions to strengthen the training of“rural science and technology understanders”in kumbashi township of aksu city.Firstly,enhancing policy design for the training project.Secondly,strengthening the financial support.Thirdly,establishing an mechanism to evaluate the training effect.Fourthly,improving the training system;Fifthly,strengthen the pertinence,timeliness and effectiveness of the training content.
