If the transportation is smooth,a prosperous economy will be guaranteed.Transportation occupies an important position in the economic and social development.Accelerating the development of transportation,expanding traffic facilities and completing the transportation network are the government,the local units and the people’s expectations.However,there are more and more bottlenecks in the construction and development of transportation infrastructure.Following the investment inadequacy,there it comes land bottleneck,building demolition bottleneck and corruption bottleneck which runs through almost each link.Among these bottlenecks,the investment bottleneck is still the main factor,which followed by fund utilizing bottleneck and management bottleneck.In this paper,the concept and connotation of investment bottleneck of transportation infrastructure are analyzed and the subject and object of the research object are clearly defined,namely,the scope and specific physical products of transportation infrastructure and the connotation and specific content of investment bottleneck.Then the classification of transportation infrastructure products were further explored.In addition,this paper analyzes the manifestations,harm and causes of investment bottleneck comprehensively,thereby it finds the problem and develops a list of problems.On this basis,this paper proposes the solutions and safeguard measures.The paths of breaking the investment bottleneck of traffic infrastructure include breaking financing bottleneck,fund utilizing bottleneck and management bottleneck.The way of breaking financing bottleneck can be divided into three financing reform paths,namely,government-owned mode,government and enterprise cooperation mode,market-led mode,especially the financing under the cooperative mode(PPP mode).In this paper,we design the financing mode of personalized features with different physical features of 6 kinds of transportation infrastructure products.This paper focuses on operational level study,and offers alternative modes of the various transport infrastructure financing.Furthermore,the study designs the control method to eliminate some problems of capital use and management bottleneck,and puts forward a complete policy plan.That is a great breakthrough in this paper.The paper puts forward the new normal safeguard measures from the aspects of policy,law,administration,planning,reform,supervision and anti-corruption.In addition,this paper researches the gap of traffic investment bottleneck in the legal level.It provides a blueprint for the development of transportation investment bottleneck and the formation of administrative regulations for the state council.In the end,this paper offers a specific deployment for scientific planning,deepening reform,sound supervision,impartiality and integrity of breaking financing bottleneck.
