Study On The Performance Of Poverty Alleviation Policy In H County Of Anhui Province

H County became the first national poverty-stricken counties in 1986.At that time,there was no exact poverty standard.The most intuitive poverty phenomenon was "clothing is not sheltered,food is not fruitful,housing is not sheltered from the wind and rain".After being included in the national poverty-stricken counties,the poverty alleviation work in H county has been strongly supported by the national policy.After years of unremitting efforts,the relevant poverty alleviation policies have been implemented in accordance with local conditions and time conditions.In2012,H County withdrew from the national poverty alleviation key counties and achieved the county capping.After withdrawing from poverty-stricken counties,H County no longer enjoys Poverty Alleviation Policies in key counties,but H county still puts poverty alleviation at the top of the list,focusing on deep mountain areas,reservoir areas,low-lying and waterlogging-prone areas along rivers and traffic-inconvenient areas,persists in promoting poverty alleviation and development,and the overall poverty alleviation policy has achieved remarkable results.In order to comprehensively and comprehensively evaluate the performance of poverty alleviation policy in H county,this paper firstly uses the time series principalcomponent analysis method to objectively evaluate the performance of poverty alleviation policy in H county,referring to the existing research by other scholars,and combining the available index data,it objectively evaluates the performance of poverty alleviation policy in H County from the three subsystems of economic development,anti-poverty and social development,which are divided into eleven specific evaluation indicators.Secondly,by means of interviews and questionnaires,the paper investigates the Poverty Alleviation Policies in the middle and lower mountain areas with the most poverty-stricken population and complex geographical conditions,and obtains a large number of first-hand data.After sorting out and analyzing,it forms the subjective evaluation of the performance of the Poverty Alleviation Policies in H County by the public.Finally,the subjective and objective performance evaluation is combined to form a complete and comprehensive performance evaluation of poverty alleviation policy in H county.After a comprehensive evaluation of the performance of poverty alleviation policy in H county,it is found that the objective performance of poverty alleviation policy in H county is good as a whole.It has a good positive role in promoting the three subsystems of economic development,anti-poverty and social development.In the past five years,the performance of poverty alleviation policy in H County shows an increasing trend,and the development degree of each subsystem varies slightly at different stages of policy implementation.The subjective performance of poverty alleviation policy in H county needs to be improved as a whole.The performance evaluation of publicity level and fair perception level in the process of poverty alleviation is low.Among the ten specific Poverty Alleviation Policies and measures,the health poverty alleviation policy is the most recognized by the public.The evaluation of the overall implementation effect of poverty alleviation policy is satisfactory,but there are obvious differences between poor and non-poor households.Non-poor households think that the improvement effect of poverty alleviation policy on their own lives is small,and that the effect of poverty alleviation policy on the long-term ability of poverty alleviation of poor households is poor.Poverty-stricken households have a higher evaluation of the performance of poverty alleviationpolicies,and think that the improvement of their living conditions is obvious.Combining with the problems found in the subjective evaluation,in order to improve the performance of poverty alleviation policy in H county,we should focus on strengthening the scope and effectiveness of policy publicity,improving the fairness of policy implementation,increasing the benefit of policy to non-poor households,and strengthening the cultivation of the ability of poverty alleviation for poor households.
