Study On The Performance Evaluation Of The Implementation Of Precision Poverty Alleviation Policy In Shuangbai County,Yunnan Province

The report of the 19 th National Congress pointed out that we must adhere to accurate poverty alleviation,encourage poor households to build confidence out of poverty,continue to develop education,and focus on poorer regions.Besides,The report of the 19 th National Congress proposed to ensure that the poor people getting out of poverty and solving Regional overall poverty by 2020.Yunnan,one of the main regions for poverty alleviation,has reduced poor people about 5.56 million in the past five years.Shuangbai is one of the most important poverty county inYunnan Province.The development of Shuangbai has a great impact on Yunnan Province.Analyzing the poverty alleviation model and performance in Shuangbai County not only can test the poverty alleviation performance but also find problems in the implementation of precision poverty alleviation policies.We can also find out the causes of the problems and improve the performance in the future.Using literature research methods,in-depth interviews,and AHP,the paper selects diffirent theories such as sustainable development theory,multiple governance theories,poverty vicious circle theory,and performance evaluation of public policies.The paper combs the poverty alleviation process and main poverty alleviation modle in Shuangbai CountyThe status of poverty in Shuangbai County has four characters including many poor people,high rate of returing poverty,harsh natural environment and difficulties of increasing income.This paper uses the AHP to construct the performance evaluation system of precision poverty alleviation policies in Shuangbai County,and select three poor villages in Dazhuang Town for case analysis,and obtain the poverty alleviation performance of the three villages.Through the analysis of the sample villages,we can see that precision poverty alleviation has achieved good results,but there are still has some problems in the implementation of the precision poverty alleviation policies,such as identifications of “inaccuracy”,bureaucratization of cadres in villages,deviations in the integration of poverty alleviation resources.There are a lot of reasons which cause these problems,for exeample,the orientation of values,the supervision system,and the subject's capabilities which affects the performance of the implementation of precision poverty alleviation policies.To solve the above problems and improve the performance of the implementation of the precision poverty alleviation policy in Shuangbai County,we must improve from the following four aspects: Firstly,we must strengthen education on the governance concept of grassroots poverty alleviation cadres in Shuangbai County.At the same time it is necessary to increase the rationality of the precision poverty alleviation policy on the basis of field research and feedback;Secondly,it is necessary to improve the supervision and evaluation system;thirdly,we should strengthen the execution capacity of executives,increase the training of grassroots cadres,optimize the structure of grassroots poverty alleviation cadres,strengthen the construction of new think tanks;Finaly,we must improve the communication skills of target groups,develop skills training,strengthen the awareness of some target groups,guide the establishment of correct values,and reduce the difficulties in the implementation of precision poverty alleviation policies.
