Performance Evaluation Study On Precision Poverty Alleviation

Since the founding of the People’s Republic of China 70 years ago,the Chinese Communist Party and the government have been working hard to reduce the number of people living in poverty,to achieve the prosperity of the people,and to embark on a path of poverty alleviation and development with Chinese characteristics.In 2013,General Secretary Xi Jinping proposed the concept of “precise poverty alleviation”.Since the implementation of the “precision poverty alleviation” policy,by the end of 2018,the rural poverty population under the current standards in China has decreased by 82.39 million people,and achieved remarkable results.However,as of the end of 2018,there are about 400 poverty-stricken counties and nearly 30,000 poverty-stricken villages in China.The exit of these poverty-stricken counties must be strictly in accordance with the poverty alleviation assessment process for inspection,evaluation and acceptance.Through the development of accurate poverty alleviation performance evaluation,it is clarified whether poverty-stricken counties and poor villages truly meet the standards and requirements for poverty alleviation,and ensure that the results of poverty alleviation are true and effective.The paper focuses on the performance evaluation mechanism of precision poverty alleviation,and takes N-city’s precision poverty alleviation as the research object.By investigating the actual development of the work related to poverty alleviation performance evaluation in the region,combined with the collected data,the literature analysis method and the field investigation method are used.Interview analysis methods,in-depth study of the relevant policies in the region’s accurate poverty alleviation performance evaluation,evaluation function allocation,evaluation indicators,evaluation methods,evaluation results,and explore the imperfections in the current stage of accurate poverty alleviation performance evaluation Reasonable.Through the research on the literature on the related poverty alleviation performance assessment and the case study of the actual work in N city,it is found that the implementation of the local poverty alleviation performance evaluation policy implementation,the evaluation subject is single,the evaluation indicators are not perfect,the accurate poverty alleviation performance evaluation method is relatively old,and the precision poverty alleviation Problems such as inappropriate use of performance evaluation results.Ensuring that we can win the fight against poverty and achieve a comprehensive well-off society.In the face of many problems in the performance evaluation of accurate poverty alleviation,the author puts forward the following suggestions: First,to enhance the effectiveness of the evaluation policy;second,to build a diversified evaluation subject;third,to improve the evaluation index system The fourth is to improve the methods of performance evaluation;the fifth is to promote the effective use of accurate poverty alleviation performance evaluation results.
