Study On The Rule,Regulation And Optimization Of Industrial Transfer In Northwest China

Over the past 40 years of reform and opening up,China has made remarkable achievements in economic development.China has become the second largest economy in the world,and its national income has increased significantly.Still,by the end of2018,about 16 million Chinese were still living in poverty,and a large proportion of them were in the northwest.In recent years,the northwest has been undertaking part of the industry.However,due to the strong dependence on resource endowment,it cannot effectively promote the optimization and upgrading of industrial structure.The northwest region should break through the traditional path dependence of undertaking industrial transfer,innovate the mode of undertaking industrial transfer,promote the continuous improvement of industrial policy and science and technology policy,and vigorously promote the development of emerging industries.We will combine the undertaking of industrial transfer with the establishment of a modern industrial system,the promotion of new urbanization,the coordinated development of regions,and the enhancement of regional innovation capabilities,so as to enhance the internal driving force of economic development in northwest China and blaze a development path of high-quality industrial transfer.This paper calculates the proportion of the output value of major industrial sectors in the northwest region to the total output value of various industrial sectors in the country from 2000 to 2016.The chart analyzes the specific inflows and outflows of industrial transfer in the northwest region.The data in this article are all from the China Statistical Yearbook published by the National Bureau of Statistics and the China Industrial Statistical Yearbook.This paper attempts to analyze the status quo and laws of industrial transfer in the northwest region,find out the practical problems that plague industrial transfer in the northwest region,and propose optimization proposals for industrial transfer,hoping to have a positive effect on industrial transfer and economic development in the northwest region.The main structure of the article is divided into four parts:The first part: the law of industrial transfer in the northwest region.On the basis of introducing the status quo of industrial transfer in the northwest region,the overall trend,industry law and regional law of industrial transfer in the northwest region are summarized and compared with the southwest region.On the whole,industrial transfer occurred in the northwest region but the scale of transfer was small.From the perspective of the industry,most of the strong transfer is in the energy industry,and other industries are only weakly transferred.The second part: the impact of the Northwest region in undertaking industrial transfer.The content of this chapter is divided into two aspects: beneficial effects and adverse effects.The favorable impacts mainly include stimulating the economy,promoting employment,upgrading technology,and coordinated development.The adverse impacts mainly include environmental pollution and a single industrial structure.The third part is the analysis of the reasons for the industrial transfer in the northwest region.The reason analysis explains and demonstrates from the reasons of industrialtransfer and the reasons for industrial transfer.Reasons for transfer The paper starts from the aspects of natural resource endowment,investment promotion strategy,low environmental protection threshold and low labor cost.The reasons for the transfer are mainly from the three aspects of actual operation of industrial transfer,relatively backward technical level and lack of scale effect.Description.The fourth part:The optimization countermeasure of industrial transfer in northwest China.The countermeasures are mainly from four aspects: environmental problems,regional coordinated development,improving investment environment and expanding the scale of high-tech industry transfer.
