| Due to the continuous deepening of China’s high-quality development strategy,the environmental cost of considering economic development has gradually attracted people’s attention.The high-tech industry,as a strategic leading industry for the priority development of a country or region,is an important means for the region to change the economic development mode and adjust the industrial structure.At present,the academic community generally pays more attention to the contribution of high-tech industries in economic development and structural upgrading,and pays less attention to the tests for the development effectiveness of high-tech industries in terms of environmental efficiency.Therefore,this paper takes the industrial sector as an example to discuss the impact of high-tech industry development on environmental efficiency.It can not only test the development effectiveness of high-tech industries from the perspective of environmental efficiency,but also provide new ideas for improving environmental efficiency.According to the related literature,this paper summarizes the path of structural upgrading,technological progress and economic development for high-tech industries to improve industrial environmental efficiency at first.And then use the vertical and horizontal pull-off method to evaluate the development level of high-tech industries in various provinces and cities,and uses the value-impact ratio method to measure the industrial environmental efficiency of each province and city.Further,the panel model is constructed to empirically analyze the total impact of high-tech industries on industrial environmental efficiency.Finally,based on the decomposing industrial environmental efficiency into structural upgrading index and technological progress index,the author analyzes the influence degree of high-tech industry on industrial environmental efficiency through structural upgrading,technological progress and economic development path respectively by constructing simultaneous equation model.This paper finds that: First,the overall development level of China’s high-tech industries shows an increasing trend,but the regional differences are obviously.The high-tech industries in the eastern region have the highest comprehensive development level,followed by the central region and the western region.Second,the industrial environment efficiency of 30 provinces and cities in China has steadily increased,and technological progress is the main driving force.Third,high-tech industries can improve the efficiency of industrial environment through three paths: structural upgrading,technological progress and economic development.Among them,the technological advancement effect of high-tech industries is an important reason for improving the efficiency of industrial environment.Fourth,the impact of high-tech industries on industrial environmental efficiency is the largest in the western region,followed by the central region and the smallest in the east.In the eastern region,the high-tech industry mainly enhances the efficiency of the industrial environment through structural optimization paths,and in the central and western regions,the industrial environmental efficiency is mainly improved through technological progress paths. |
