High-tech industry is a national, regional strategic leading industry in the national economy, which has played an irreplaceable role in promoting the optimization and upgrading of industrial structure, pushing forward economic restructuring, accelerating the rapid economic growth and increasing the total factor productivity. As we all know, resources are limited. In the period of anticipating the sustainable development of society and pursuing the transformation of economic growth mode, how to use limited resources to get the maximum output of the whole society are issues of concern.The study includes eight parts.The first part is an introduction on the background, purpose and significance, and describes the research ideas and research methods. The main background of this research is the role of high-tech industry in the national economy has become increasingly prominent and the high-tech industrial development in Anhui Provinces is facing two big opportunities of planning industrial transfer demonstration region of the city-cluster along the Yangtze River in Anhui and constructing Hewubeng independent innovation comprehensive experimental areas. The purpose of the study is that the empirical analysis of the technical efficiency of the high-tech industries in Anhui Province, and its development to make policy recommendations. In view of this, the study uses quantitative analysis based, supplemented by qualitative analysis methods to analyze.The second part is mainly to sort out and analyze the high-tech, high-tech industries, current study on theories of high-tech industry technical efficiency, and find valuable research points to analyze for the following theoretical foundation. Literature review found that the current exploration of the technical efficiency of the Anhui Province high-tech industries is relatively small. And the studies on technical efficiency of high-tech industries are mostly using a single method. The application of three-stage DEA method is less. The third part summaries the status of the development of high-tech industry in Anhui Province and notes the characteristics of high-tech industry in Anhui Province.The fourth part is of the selection, evaluation of high-tech and lays the foundation for the quantitative analysis below.The fifth part is to establish a three-stage DEA model for evaluating the high-tech industry technical efficiency, combining the strengths of two single evaluation method of DEA and SFA. This part references the three-stage DEA analysis to the high-tech industry technical efficiency investigation.The sixth part is the core of this paper. Using the icon of comparative analysis in this section, correlation analysis and DEA, a variety of empirical analysis, five high-tech industries in Anhui and high-tech industries of28provinces were compared and analyzed.The seventh part is mainly targeted to the results of this study in order to make a number of suggestions for improving the technical efficiency of the high-tech industry in Anhui Province.The eighth part is to make a certain conclusion of the entire study, points out the inadequacies of the study and makes prospects for the further research.
