Sharing economy is a new type of business structure,which is the inevitable result of the development of internet economy,is a kind of secondary utilization of resources and an effective solution to the problem of overcapacity in the industry.As one of the new four inventions of China,the sharing bike is the product of the sharing economy in the field of travel and transportation in China,which effectively solves the problem of the last kilometer of travel.By the end of 2017,bike-sharing users reached 220 million,and the financing amount of bike-sharing sector reached 25.8 billion yuan in 2017.From 2016 to 2017,with the help of the capital market,bike-sharing developed rapidly.Due to the heavy investment and light management of Shared bicycle enterprises and the governments on the bicycle supervision is not in place and other reasons,bicycle chaos frequent: disorderly parking,serious damage,frequent accidents of bike-sharing,deposit supervision problem,etc.In order to deal with various problems in the development of bike-sharing,central government and local authorities introduced a series of relevant policies and measures in 2017 to guide the healthy development of bike-sharing industry and achieving certain results.However,in the year of 2018,with the calm of capital market and the strengthening of supervision,a large number of bicycle platforms went bankrupt,resulting in problems such as deposit unrefundable,bicycle graveyard,etc.Bicycle giants gained respite by investing in the business circle of Alibaba and Tencent,and negative voices about the bicycle sharing industry kept emerging.As an early city for sharing bikes,Ningbo had launched more than 200,000 Internet rental bikes by the end of August 2017,only four enterprises of Hellobike,Mobike,ofo and Ubike,and the large number of shared bicycles and the disorderly development in the later period have brought difficulties to urban governance.In 2018,the disorderly parking of bicycles has been greatly improved by the joint renovation of the government,enterprises,social organizations and other departments,which also provides a new direction for the follow-up management of bicycles.In the second half of 2018,with the calm capital market,stringent regulatory policies and the full launch of bicycles,the drawbacks and problems of traditional shared bicycle quota are constantly exposed.The serious homogeneity of products,the operation mode of putting more emphasis on investment than management,and the misappropriation of deposits lead to the collapse of a large number of bicycle platforms,the failure of recovering user deposits,and how to deal with bicycles that have been put into operation so as to reduce enterprises.The loss of society and the help of bicycle platform to complete the industry transformation have become the main content of governance work at this stage.Summarize and summarize the development process and governance experience of shared bicycle in Ningbo City: as a new quasi-public goods,shared bicycle has different problems in different stages of development,different governance needs and problems.The traditional governance model has been unable to meet the governance needs of shared bicycle,and long-term cooperative governance mechanism must be introduced.Sharing bicycle is the forerunner of sharing economy in Chinese market,the study on the governance of sharing bicycle can provide reference for the subsequent development and management of sharing economy in China.The introduction in the first part of this paper,which introduce the background of topic selection,summarize the research results at home and abroad,and elaborate the research content and research methods of this paper.The second part of this paper present the basic concepts and correlation theories of sharing economy,sharing bike and collaborative governance in detail.In the third part of this paper,through the collection and research of relevant materials and reports,and combining questionnaire survey and field visit,expound the development process of Shared bicycle in Ningbo and list the existing problems..In the fourth part of this paper,analyzes the deficiencies of Ningbo municipal government and related departments in the governance of the development of shared bicycles in Ningbo,and deeply analyzes the reasons for the governance defects.In the fifth part of this paper,based on the theory of collaborative governance,puts forward the governance method of sharing bicycles in Ningbo.
