During the forty-year of the implementation of the reform and opening-up policy,China's trade associations witnessed the proliferation.In the early 1980 s,it had less than 1,000,the number has increased into nearly 70,000 by the end of 2017.Among all kinds of social groups,trade associations boasted the largest number experienced the fastest growth.They also play an increasingly important role in promoting economic development,regulating corporate practices and helping assume some of governmental functions.Nevertheless China's trade associations' development is still in the early stage,and they show obvious lags and imperfections in their selfgovernance.Besides,there are many other problems,such as lack of external supervision,internal dysfunction in governance,and deficiency of service capabilities.In July 2015,the General Office of the CPC Central Committee and the General Office of the State Council issued a related document,the Overall Programme for Decoupling Trade Associations and Business Chambers from Administrative Agencies,to disengage trade associations from administrative agencies so as to accelerate the transformation of government functions as well as the formation of a modern system of social organizations.This paper starts off from the background of the disconnection of trade associations from the Government.The background of this paper is the functional division between the association and the government,and this paper choose A city as the entry point.Through a questionnaire-based survey of 30 trade associations in A city and on-the-spot visits,it provides insights into the problems confronted by trade associations in the course of reform.Furthermore,this field research may provide the relevant experience for the province,even throughout the whole China.This paper attempts to study self-governance of trade associations with five parts of contents.The first part is the introduction,which coveringthe background and significance of the study,literature review,research ideas and methods.The second part defines trade associations in terms of concept,characteristics and functions.It explains the self-governance of trade associations from the perspective of theory and connotation.The third part introduces the previous development and the current condition of Chinese trade associations.It presents the various dilemmas of trade associations through empirical analysis,such inadequacy of related laws and regulations,inefficient management system,flawed internal governance rules,insufficient existence of competition,lack of supporting mechanisms,etc.In the fourth part,some lessons drawn from the development of self-governance of US,German and Japanese trade associations are suggested,which China can use to develop the self-governance of her own trade associations.In the last part,it aims to provide reference for the healthy development of trade associations in public management during the transformation period in three aspects: such as ameliorating the related legislation,furthering the reform of the supervision system of trade associations and strengthening the improvement of trade associations themselves.
