As an important part of the national economy,manufacturing industry plays an indispensable role in promoting economic growth and improving the comprehensive strength of the country.Since the reform and opening up,the rapid development of manufacturing industry has promoted the swift economic growth,and the total economic volume has been rapidly expanded.At the same time,people's living conditions have been greatly improved.However,China's manufacturing industry is facing the pressure of insufficient capacity for independent innovation and difficulties in upgrading industrial structure at present.It is a key for the development of manufacturing industry to formulate a scientific and rational innovation developing strategy.The development levels of manufacturing industry vary from one region to another because of the differences in capital,technology accumulation,market demand,government policies and other factors in different regions of China.To make scientific,accurate and reasonable evaluation of the regional manufacturing innovation capability is the basis and prerequisite for improving the regional manufacturing innovation capability.Aiming at the evaluation of innovation capability of regional manufacturing industry,this thesis establishes an indicator system of innovation capability of regional manufacturing industry.At the same time,this thesis proposes a multi-criteria decision-making method.And then this thesis constructs an evaluation model of regional manufacturing innovation capability based on the above.Generally speaking,the main content of this thesis is as follows:Firstly,on the basis of the analysis of the influencing factors and the actual situation,the indicator system of regional manufacturing innovation capability is constructed.The indicator system consists of 33 indicators in six dimensions and can be used to make scientific,accurate and reasonable evaluation of the regional manufacturing innovation capability.Secondly,a multi-criteria decision-making method based on IT2PTOWA-VIKOR is proposed.In this method,type-2 fuzzy sets are introduced to deal with the fuzziness and uncertainty.At the same time,considering the influence of decision makers' risk attitude,the prospect theory is introduced.And on this basis,IT2 PTOWA operator is constructed to solve the information aggregation problem.Finally,the extended VIKOR method in type-2 fuzzy sets environment is developed for alternatives ranking.Thirdly,an evaluation model of regional manufacturing innovation capability based on IT2PTOWA-VIKOR is constructed by combining the established indicator system with the proposed multi-criteria decision-making method.The solution process and the specific calculation steps of the evaluation model is given.Finally,the constructed model is applied to evaluate the regional manufacturing innovation capability of 13 cities in Jiangsu Province based on the qualitative and quantitative data we collected.On the basis of the evaluation results,some suggestions are put forward for the innovation and development of manufacturing industry in Jiangsu Province,and the validity of the model is verified.
