The Implementation Of Precision Poverty Alleviation Policy In D Town Of Yishui County Research On Problems And Countermeasures

China is the largest developing country in the world,with a large number of poor people.how to solve the problem of food and clothing for the poor people in the early days of the founding of new China is a new issue facing our party.In the 1980 s,China began to implement the poverty alleviation and development strategy,after more than 30 years of development,China's poverty alleviation and development has made great achievements,the poor people's food and clothing problem is solved,the quality of life has been significantly improved,the economic and social development in poor areas has been rapid.However,at present,China's poverty alleviation and development is facing new bottlenecks,such as unclear foundation of the number of poor people,inaccurate identification of poor people,complex causes of poverty,inadequate assistance measures and so on.In November 2013,president Xi Jinping put forward the idea of " precise poverty alleviation",and the implementation of the precise poverty alleviation policy effectively solved the bottleneck problem faced by China's poverty alleviation and development.Public policy must be implemented to achieve the desired goals,but public policy in the implementation process is affected by a variety of factors,sometimes in the implementation will be out of shape,can not meet the expected goals of policymakers,accurate poverty alleviation policy in the implementation of the same problem.This paper takes the implementation of precision poverty alleviation policy in Yishui county D town as a specific research sample,introduces the research background and significance of precision poverty alleviation policy implementation,summarizes the relevant research at home and abroad,analyzes the poverty,poverty alleviation,precision poverty alleviation,policy implementation and other related concepts,using Smith's policy implementation process model to analyze the status quo,existing problems and reasons of precision poverty alleviation policy implementation in D town,aiming at the existing problems,explore and put forward countermeasures and suggestions to improve the implementation of precision poverty alleviation policy in D town.Since the implementation of precision poverty alleviation policy in Yishui county D town,the economic income of poor families has increased significantly,and gradually embarked on the road of poverty alleviation and wealth.However,the following problems still exist in the process of implementation: lack of long-term effectiveness of policy measures;The executive ability of the executive body needs to be improved,the quality ofthe executive body is uneven,and the sense of responsibility is not strong;Poor households passively rely on the government out of poverty,blindly from the hands of the government for money,do not pay attention to the improvement of the ability of self-poverty;Supervision mechanism,assessment mechanism is not perfect,the policy propaganda is not deep enough.In order to effectively solve these problems and improve the effect of precision poverty alleviation policy implementation,this paper puts forward the following countermeasures and suggestions: first,according to the actual situation of poor villages in D town,formulate feasible precision poverty alleviation policy;The second is to improve the implementation of D town government,strengthen the systematic training of poverty alleviation personnel,cultivate the responsibility consciousness of poverty alleviation personnel;Three is to improve the ability of poor households out of poverty,change the poor households to the government stretched out his hand for money to the passive ideology,guide poor households to establish the correct values;Four is to develop a scientific and reasonable accurate assessment mechanism,supervision mechanism,to ensure the effective implementation of accurate poverty alleviation policy.
