Research On Performance Evaluation Of Large Repair Project,Taking Business Building Of Monetary Bureau Branch Of M City As An Example

In order to scientifically manage all kinds of business work,the head office of Monetary Bureau(also called PBC)use organizational management theory to definite sections in functions,then set responsibilities to its clerks and leadership chain of command.But in basic construction area,those with high risk have no method to evaluate whether the organization work efficiently,the structure is correct or not.It cannot help PBC improve its skill in basic construction.And in recently years,office building and business storeroom of the sub-branch office of Monetary Bureau has been build longtime,but after using for a long time,the equipment aging and it can't match the need of business,even have potential risk in daily work.In order to solve this problem,the Monetary Bureau starts to carry out large repair projects.Although the head office of Monetary Bureau formulate measurement to the basic construction,to make standardized management to decision-making,implementation,financing and risk supervision to clear responsibility.Even if the superior departments send inspection teams to check the work and give comprehensive evaluation in audit after the project finished.But under the conception of enhance project approval,investment and accountability,ignore process management,just rely on check files,questionnaires a group of people and give comment by the expert group,those evaluation methods can't make the job be better and standard.In this dissertation,I use literature review to build construct index evaluation.It has two significant meaning: Firstly,to find out the problems in time during checking the schedule.Secondly it can improve the level of project management and use limited resources efficiency.Thirdly it can find a breakthrough point to enhance its management ability.In this degree dissertation,in order to know the level of organization management in basic construction areas,it takes a large repair project of Monetary Bureau Branch of M city as an example,to build an efficiency evaluation system which covering the whole process.It uses the knowledge of management conception,strategic planning and operational research,then check the files such as construction standards,performance evaluation reports,design documents,audit report and so on.Refer to the mode of distributing the general index system framework of budget performance evaluation(CJ [2013] No.53),to develop target indicators,then question experts whether it is a "qualitative" or "quantitative" indicator,then make the indicators quantifiable.In the end,use "grade reduction for evaluation" or "one vote veto" method to deal with qualitative indicators,then use questionnaire to screening indicators.In order to make evaluation index form a quantitative and graded evaluation system,we invite experts to use fuzzy mathematics method to assign values to indexes,in order to know whether the model is practical,we take large repair project's projects in M city and F city as examples,then check management files,superior inspection and guidance,audit evaluation,final accounts in the whole process of project.If the comments given by the local government and superior PBC bureau are same,the model can be popularized in sub-branch of PBC in D province.Through the research of this degree dissertation,we try to build a relatively,scientific and reliable method to valuate project performance and project management capability in large repair project of PBC in D province,the conclusion can optimize the traditional evaluation as follows: Firstly,use the whole process evaluation method,it can change the performance evaluation mode that unfair and find problems afterwards.Secondly,according to input,process,output and effect those four stages,using quantitative mathematics evaluation system,reduce the arbitrary evaluation factors of the evaluation subject.Thirdly,it can improve organization management level in construction areas,though it has advantageous to talent reserve,people who participate in basic construction and audit can use the standard paradigm to their jobs.Fourthly,it can allocate scarce funds and limited resources reasonably.Through the governance of weak point in project management,it can improve organizational management ability.
