Research On The Reform Path Of Mixed Ownership Of State-owned Enterprises In Tianjin

The reform of mixed ownership of state-owned enterprises is a major strategic decision made by the Party Central Committee according to the reality of the development of socialist market economy in China.It aims to invigorate state-owned assets,stimulate the enthusiasm of employees,protect the interests of participating in mixed reform of state-owned enterprises and promote the establishment of modern enterprise system.Tianjin is one of the traditional cities where state-owned enterprises are concentrated.Many state-owned enterprises are struggling to develop under the condition of socialist market economy.As a breakthrough to promote the transformation of state-owned enterprises' operation mechanism and activate the operation efficiency of state-owned capital,the mixed ownership reform of 13 municipal management groups has been completed in Tianjin by the end of 2019,and hundreds of mixed ownership reform of state-owned enterprises has been put on the agenda.The mixed ownership reform of state-owned enterprises in Tianjin has a long way to go.The enterprises that have completed the mixed ownership reform have a model role.Studying their successful experience and existing problems will help to provide reference for the state-owned enterprises that are carrying out the mixed reform,which has important practical significance and is worth studying.This paper takes the path of mixed ownership reform of state-owned enterprises in Tianjin as the research object,guided by the theory of property rights,the theory of internal controller,the theory of stakeholders,the theory of institutional change and the operation mechanism of mixed ownership reform of state-owned enterprises,and uses the methods of literature research,case analysis,comparative research and chart research to analyze the current situation of mixed ownership reform in Tianjin and the practical effect of the policy of mixed ownership reform in state-owned enterprises.Combined with practical cases,the paper summarizes the experience of mixed ownership reform of Tianjin state-owned enterprises,and points out the practical problems in the process of mixed ownership reform.Based on the analysis of the successful cases of mixed ownership reform at home and abroad,this paper summarizes its successful experience and puts forward the path of mixed ownership reform of Tianjin's state-owned enterprises:reasonable allocation of equity structure to protect the interests of investors,promotion of employee stock ownership to strengthen incentive mechanism,strengthening top-level mixed reform mode to design and improve industrial chain,optimizing corporate governance to establish modern enterprise system,and improving legal system to be mixed The reform of ownership is guaranteed.
