The Influence Of The Housing Provident Fund System On The Housing Purchase Of The Migration Population

With the rapid development of industrialization and new urbanization,the scale of floating population has expanded rapidly.According to the "Taiyuan Statistical Yearbook 2018" data,as of the end of 2017,the number of floating population in Taiyuan was 1473975.The first problem facing such a large number of people leaving their places of residence for different cities is housing.According to an analysis of the2016 survey of floating population dynamics,the housing nature of the floating population in Taiyuan in 2016 has reached 28.55 percent of the total self-purchased housing,second only to the proportion of rented private housing,except for 63 percent of the private housing.Thus it can be seen that the purchase of housing in the inflow cities has become an important way for the floating population to solve the housing problem.The housing provident fund system as a guarantee system to protect the basic housing needs of residents design,whether the floating population to buy housing? In order to investigate its effect,this paper mainly starts from the following aspects.On the basis of the relevant literature,this paper first combs the policy related to the floating population in the process of housing provident fund system development from the central and local levels,and uses the survey data analysis method to analyze the effect of the policy implementation based on the survey data of the floating population dynamic monitoring in 2011 and 2016;then adopts the combination of theoretical analysis and empirical analysis to construct the regression model to test the role of the housing accumulation fund in the urban housing purchase of floating population after the theoretical analysis of the housing accumulation fund system on the basis of the floating population dynamic monitoring survey data in 2016.The study found that since the central and local level issued policies to broaden the coverage of housing provident fund,encourage housing purchase and other policies,certain results have been achieved: in 2016,the proportion of floating population in Taiyuan paid housing provident fund was 8.2%,the deposit situation has improved,and the proportion of floating population in Taiyuan has reached 32.6% ofthe local purchase of housing.The empirical results show that the housing accumulation fund system has a significant positive effect on the floating population to purchase housing,but its effect has different effects on the floating population of different household registration type: it has no significant effect on the floating population of agricultural household registration,for the floating population with non-agricultural household registration,the probability of purchasing housing for the floating population with non-agricultural household registration who contribute to the housing provident fund is 2.042(e0.714)times higher than that for the floating population without the housing provident fund.This shows that housing accumulation fund is the key to help the floating population to achieve urban settlement through the purchase of housing.In order to make the housing accumulation fund system better benefit the floating population,according to the conclusion of the above research,this paper puts forward the suggestion of perfecting the housing accumulation fund system tentatively: first,we should make clear the most basic system orientation of housing accumulation fund,and continue to expand the coverage of housing accumulation fund system.Second,efforts to enhance policy enforcement will still require joint efforts by the government,businesses and the floating population.Third,excavate the safeguard function of housing accumulation fund system,try to expand the scope of use of housing accumulation fund.Finally,simplify the housing provident fund related business processing process,rely on the shared platform for management.
