In view of the situation and difficulties encountered in the development of agricultural production,according to the proposal of our Party Central Committee,we insist on solving the "three rural" issues as one of the most important tasks of our Party's work.We must combine the actual situation,adjust measures to local conditions and consider the development of local agriculture with regional characteristics.Natural and human conditions,regional classification and positioning,planning of all regions,agricultural development model.After decades of development,a variety of new agricultural situations full of future have emerged throughout the country.It is generally believed that agriculture with regional characteristics is developed according to market demand on the basis of resource advantages,regional advantages,technological advantages and environmental advantages.At the same time,it is also the result of the development of economy,science and technology and culture in the society to a certain stage.It is a traditional agriculture in modern agriculture.The most important stage in the development process is that characteristic agriculture has certain regional advantages and produces local characteristic agricultural products with good market prospects and a certain brand.Its main characteristics are industrialization,regionalization and efficiency.With the rapid development of China's agricultural economy,various provinces and prefectures and cities in our country have made great efforts to develop agriculture with local characteristics by virtue of their own agricultural production factors,giving full play to various advantages,pursuing industrialization,centralization of scale and efficiency of agricultural production.In recent decades,under the organization of our country's local government and the arrangement of various local scientific and educational units,the decentralized management of agricultural production and the emergence of specialized farmers and specialized cooperatives have led to rapid industrialization and scale development of agricultural production.However,different regions have different characteristics.For example,there are paddy fields in the south and grassland pastoral areas in the north,specializing in the dairy and vegetable industries.The famous vegetable industrial zone in Shouguang City,Shandong Province,the wolfberry industrial zone in Ningxia,the bamboo industrial zone in Anji,etc.In recent years,in collaboration with the government,the villages and cities of Hunan province have built characteristic agriculture such as cotton,rice,livestock and aquatic products.The development of agriculture with regional characteristics has promoted the upgrading of traditional agriculture and played a very positive role in the growth of rural economy,the increase of farmers' income and the establishment of agricultural modernization.
