Study On Choosing And Developing Of Scale-organization In Agricultural Industrialization

The advancement of agricultural industrialization is an important outlet to develop the modern agriculture and settle the problem of"agriculture, rural areas and farmers". Modern agriculture's principal character is: the intensification of key element input, the marketlization of resource allocation, the scientificlization of production, the integration of industrial management. The industrial management of agriculture is a market-oriented process aiming at improving the economic benefits in agriculture by specialized division of labor, integrated management and investment of funds and technology, in which the separated private production activity are transformed into the closely-linked social activity through the leading enterprises.In this paper, it focuses on the organizations in agricultural industrialization. On the basis of the analysis in the development of organizations in agricultural industrialization in our country, the paper points out the large-scale organization form should be practiced and outlines the development-frame of large-scale organization fit for the agricultural industrialization in our country, according to the contradiction arose from individual farmer and entire market in agricultural industrialization.Firstly, the paper systematically analyzes the present situation of the agricultural industrialization management and its organizations, and summarizes existing problems in organizations: the low level in organizational development, unsound mechanism, imperfect system, weak competitiveness. Secondly, by using game theory to analyze the activities of main body in agricultural industrialization, the paper proposes that they should realize scale economy in trading and processing sectors of agricultural products through intermediaries to enhance cooperation further between peasant and enterprise thereby, and concludes that the scale organization form"enterprise + intermediary organizations + peasant"should be advocated and adopted. Thirdly, from the organizational innovation angle, referring to modern industry organization theory and the evolution of agricultural industrial organization, the paper gives the principle of choosing the large-scale organization which is matched with our national condition, structures a staged choose scheme for large-scale organizations in agricultural industrialization management, suggests two kinds of ideal organizational forms large-scale organizations are supposed to take: the agricultural land-equity cooperative and special–share cooperative. The organizational development-frame for large-scale organization is also designed. Finally, some policies and measures to guarantee the development of large-scale organization in agricultural industrialization management are advised: cultivate agribusiness firms, support agricultural intermediary organizations, alter the functions of government, reform land- management system, and reinforce the connection with agriculture institution for scientific research.
