The innovation and application of Information and Communications Technology(ICT)has opened the beginning of the global digital economy.ICT is very permeable,and it can penetrate into various fields of the economy and society and bring tremendous improvements in production methods and production efficiency.At present,ICT is changing rapidly,and the digital economy is booming.Both developed and emerging economies have taken the development of ICT as a key strategy to enhance the core competitiveness of their own industries and promote the transformation and upgrading of traditional industries.At the same time,China's manufacturing industry is facing tremendous pressure from rising costs and is in a critical period of transformation and upgrading.How to make use of ICT to empower the traditional manufacturing industry,promote its intelligence and improve its position in the global value chain are the main problems that need to be solved urgently.The relationship between ICT and productivity has been a topic of wide concern in the academic circle.Ever since American economist Solow put forward the "Information Technology productivity paradox" in 1987,there has been a debate about whether ICT can promote the economy.As ICT is more and more widely used in manufacturing,does ICT have a boosting effect on the productivity of Chinese manufacturing firms,and what are its specific mechanisms? These issues are of great significance to China's development of the digital economy and the promotion of the comprehensive transformation of the manufacturing industry.This paper combines the application of ICT,decision-making mode transformation and firm productivity.Starting with the important organizational change of the decentralized decision-making mode,the micro-mechanism of decentralized decision-making to improve the ICT productivity effect is studied: After matching the decision-making mode with the ICT application,a significant complementary effect has been formed through the three mechanisms of improving resource allocation efficiency,reducing the cost of tacit knowledge and promoting technological innovation,which has strengthened the ICT productivity enhancement effect.On the basis of theoretical analysis,the world bank survey data of Chinese firms in 2005 were adopted to carry out regression analysis using OLS method,the instrumental variable regression was used to control the influence of endogenous,and the theoretical hypothesis was tested empirically.In addition,we have furtherconducted robustness tests in multiple dimensions,and the results obtained are consistent with the theoretical hypothesis.Further heterogeneity analysis found that the larger the firm size,the higher the degree of customization and the more highly skilled labor,the stronger the complementary effect of decentralized decision-making and ICT.Further,Haier Group was used as a case to discuss tentatively and exploratory on digitization,management decision-making transformation and performance improvement.By analyzing the application direction of ICT and the reform path of management mode in each development stage,it is revealed that Haier Group actively carries out the change of management mode in each stage of digital transformation to match the digital transformation,thus achieving a substantial improvement in firm performance.Finally,based on the conclusions of the study,policy recommendations for promoting the digital transformation of firms and future research directions are proposed.
