Research On The Construction Of The Inclusive Financial System Of M Rural Commercial Bank From The Perspective Of Organizational Structure Optimization

The concept of inclusive finance was formally proposed by the United Nations during the promotion of the International Year of Micro credit in 2005.Once it was proposed,it was highly valued and actively promoted by many countries and international organizations.In China,“Inclusive Finance” has appeared in the State Council's government work report for several consecutive years,and has even been written into the “Thirteenth Five-Year Plan” and has risen to the national strategic plan.Its importance is obvious.Banking financial institutions,as the backbone of inclusive finance,lack professional management and effective assessment of inclusive financial services,resulting in a significant reduction in the effectiveness of inclusive financial services.To this end,the State Council's "Government Work Report" in 2017 pointed out: "Encourage large and medium-sized commercial banks to set up the Inclusive Financial Business Unit.State-owned large banks must take the lead in implementing differentiated assessment and evaluation methods and support policies to effectively alleviate the financing of small and medium-sized enterprises."This paper selects M Rural Commercial Bank as the research object,sorts out its inclusive financial services organization based on the comprehensive analysis of the development status of inclusive financial theory,organizational structure theory,business department system theory and domestic and foreign commercial banking system(including the Inclusive Finance Department),and then uses the theory and practical experience of the department to carry out the construction of the Department of Inclusive Finance.Firstly,this paper establishes the overall framework of the M Rural Commercial Bank's inclusive financial services organization from the board of directors and the general branch.Then,it designs the post functions and business processes within the division.Finally,it plans the supporting mechanism of the division.In this way,the construction plan has strong operability and practicality,which can effectively improve the quality and sustainability of the bank's inclusive financial services,and improve its market share and social credibility.
