The report of the 19th national congress of the communist party of China made it clear that people should be provided with adequate housing.The housing problem concerns the vital interests of every social member.In recent years,the housing sales market has been in full swing,but the supply of housing rental market is far from meeting the needs of the public.Meanwhile,the tenant's right to basic public services cannot be effectively guaranteed.In this context,the state has introduced the policy of "the same right to rent and purchase",which will clarify the rights and obligations of the parties involved in the lease,protect the legal rights and interests of the lessee,and gradually enable the residents who rent a house to enjoy the same treatment as the residents who buy a house in terms of basic public services.However,there are still various difficulties and problems in the implementation of the policy.This paper,taking Guangzhou as an example,based on the "hire purchase authority" policy execution practice,in view of the policy to the lessee to children the right to education,increasing the rental housing supply and development of modern leasing industry such as measures to carry out the situation,through the questionnaire survey to collect data,using SPSS data analysis tool to analyze the policy impact on residents hire purchase intention,and the influence factors of residents' satisfaction and policy known degrees and the influence degree of various factors.It is found that the policy awareness needs to be improved,there is no significant change in residents' willingness to rent and purchase,and the policy satisfaction is low.According to the specific causes of the problem,and put forward targeted "rent and sale with the right" policy optimization path,mainly including strengthening policy publicity and rental subsidies,improve the allocation of educational resources;We will improve the rules and regulations and advance the reform of related systems.Increase the supply of rental housing and cultivate rental enterprises.Standardize the intermediary market,protect the interests of renters and other countermeasures and Suggestions.
