Top-level Design And Implementation:study On The Policy Logic And Implementation Optimization Strategy Of "Rent-purchase Same Rights"

The Central Economic Work Conference held in 2015 emphasized to accelerate the pace of deepening the reform of the housing system and further promote the development of China's housing rental market.Due to the pressure of buying a house,the employment of foreign population and the difficulty of children going to school,as well as the relief of the pressure of housing prices rising too fast.Some cities with good economic development levels,led by Guangzhou City,took the lead in proposing a "hire and hire right" policy in mid-July 2017.The "rental purchase and equal rights" policy aims to ensure that renters and buyers can enjoy the same public services and resources,and localities should formulate corresponding policy rules and plans according to actual conditions to promote the stable development of the local housing rental market.This article analyzes the "hire-and-purchase same-equity"policy in parts of China based on public policy analysis theory and social fairness theory through literature analysis,comparative analysis,and case study.Analysis of the design logic of policies in three aspects.At the same time,taking Hefei City as an example,the overall implementation status of the "hire-and-purchase same-equity"policy is analyzed,and the influencing factors that influence the "hire-and-purchase same-equity" policy are identified.Starting from the three aspects of the housing leasing market,public resources and both sides of the leasing,the impact of policies on the housing leasing market,public resources and both sides of the leasing should be clarified,and by constructing a multi-level housing leasing market system and increasing public resources input Create a stable and healthy execution environment for the "rent-purchase same rights" policy to promote the steady development of the"rent-purchase same rights" policy.It is believed that through the implementation of"rental purchase of the same rights",not only can it create a stable development environment for the real estate market,but it can also speed up the efficiency of equalizing the allocation of public resources and realize the real "equal rights".
