With the rise of Made in China,Chinese manufacturing enterprises are continuously stepping up the pace of going global.During the progress of globalization,no matter by international trade,Greenfield investment or overseas merger and acquisition,talents always play key roles in overseas business;hence,the expansion of overseas business will inevitably stimulate demand of overseas business talents and then result in a more complicated personnel structure.However,to simply fit old Performance Appraisal(PA)mode on the new personnel structure could cause PA methods deviated from the enterprise's business development demand,and the encouraging function of PA could fail.Therefore,practically based on the enterprise's overseas career strategy and its personnel situation,to design a PA solution creatively is necessary and will significantly encourage high performance output.This paper takes a public listed company named CRRC Zhuzhou Times New Material Technology Co.,Ltd.as research object,and adopts several research methods including case study,literature review,interview with overseas business team leaders,questionnaire to staff,and related company policy and data collection.By analyzing existing PA methods,the paper explores the major problems,that are PA methods not well matched with career strategy,personal performance not effectively related with organization performance,performance indicators not adequately covered,and performance assessment not easy to be implemented.With the purpose to design a PA solution which can well fit for the company's overseas business personnel management,the idea of differentiation is adopted in this study.In the paper,firstly overseas business staff are clearly classified according to their duties;then the PA system is designed and improved according to different classification from aspects of PA period selection,PA indicators,PA methods selection,PA workflow,and PA result identification and application.What's more,this paper also proposes related measures to support establishment of PA information-based platform and PA regulations.It is hoped that this study can provide practicable overseas business personnel PA solution for CRRC Zhuzhou Times New Material Technology Co.,Ltd,make the company's PA serve overseas career development effectively,and promote the company's overseas business.Further hopefully this paper can contribute to other Chinese enterprises in the field of overseas business personnel PA study and practice.
