Study On Suitability Of Rice Yield Index And Income Index Insurance Products In Hunan Province

Hunan Province is famous of its land of fish and rice.Its agriculture development plays a decisive role in the national agricultural development,rice sowing area and yield rank first.However,the research on innovative insurance products of various indexes in Hunan Province is not perfect at present.Hunan Province has not yet fully launched single-index insurance products,let alone mixed-index insurance products.In order to design the suitability and scientific of these two kinds index insurance and their mixed index insurance for rice in Hunan Province,and to guarantee the income of the farmers,it is urgent to reduce the operational cost of rice insurance and to launch efficient production.Therefore,this paper firstly summarizes and analyses the existing two kinds of index insurance products: yield and income;designs yield index insurance products based on risk zoning,combines the objective disaster risk characteristics of rice in Hunan Province,and explores the suitability selection of rice index insurance products among different cities.In this paper,the data of rice production in 14 cities of Hunan Province from 2006 to 2016 are taken as the research object,and the yield index rate of each city is calculated preliminarily by using HP filter model and combustion pricing method.Then the principal component analysis method was used to establish the principal component and get the theoretical disaster risk ranking of rice in each city.Combining the difference between the theoretical disaster risk ranking and the actual disaster situation ranking,the insurance premium rate of yield index was revised.Finally,it is concluded that based on 240 yuan/mu/season rice insurance amount,there is a big difference in the premium rate of rice yield insurance among different cities in Hunan Province,the highest is 10.176 yuan/mu in Hengyang City,and the lowest is 3.696 yuan/mu in Loudi City.The former is 2.75 times of the latter.It is necessary to implement the product development in the area with the premium rate.Selecting three-level indicators to measure the suitability of various index insurance products,using factor analysis model,the suitability selection of rice index insurance products in different cities was studied.It is verified that the index insurance products suitable for various cities must be implemented in the rate zones.
