Korea has a narrow land of100,020square kilometers, a country sizeof less than2/3Shandong Province(150,710square kilometers) orequal to Zhejiang Province(100,200square kilometer).From mid-1950son, Korea has transformed itself form a rural agricultural country into afirst-rate technological and economical power pioneering in keynotetechnological areas such as electronic products, manufacturing of carsand shipping industry in more than60years, the success of which isworldly renowned as “Miracle on the Han River”.The key to Korea’s economic and technological achievement overthe past years lies in up holding science and technology as the foundingprinciple of a nation and main impetus on the economy, andimplementing effective technological policies that are based on factualsituations of Korea for a transformation from introduction and imitationto innovation.It is significant to have a comprehensive analysis of the developmentof Korea’s S&T policies and view from an objective perspective onKorea’s transformation and the characteristics, Analysis of transitionfactors, routes, there of in connection with the factual situations ofChina, so as to benefit from Korea’s success with regard to thereforming of China’s S&T structure, improving of policyimplementation and the constructing of first-rate technological power. My dissertation constitutes of following parts:Introduction: proposal of the problem and its significance, literaryreview, methodology, innovation and deficits, defining of relevantconcepts.Transformation of Korea’s S&T policies.Characteristics of Korea’s S&T policies: characteristics ofpolicymaking, role of government, characteristics of technologyinnovation, and harmony with the surroundings.Factors analysis of Koreas S&T policies: Environmental factors;Internal motivation; Boost strategy.Reflections on the transformation of Korea’s technological policies.
