Land and housing are the most basic guarantees for peasant life.All living and economic activities of peasants are generated.The right to housing and the right to land contractual management are of vital importance to all production activities of peasants.The rational use of this "two powers" can be To the extent that it revitalizes rural funds and solves the problem of farmers' financing difficulties.In order to increase support for “agriculture,rural areas and farmers” and further deepen the reform of the rural financial system,the State Council issued the pilot guidance on the rural “two powers” ??mortgage loan,and must do a good job in piloting rural land contractual management rights and peasant housing property rights mortgage loans.The contractual management right mortgage financing is a form of financing for the farmers to expand the demand for re-production.It is based on the operating income of the land.This form of loan can promote the optimal allocation of rural land resources and provide vitality and effectiveness for rural economic development.Promote the narrowing of the urban-rural gap In the traditional rural household loans,farmers face many problems such as narrow financing channels and lack of collateral.They cannot meet the needs of farmers' production and life and the needs of rural economic development.The proposal of land contractual management mortgage loan policy provides solutions to the above problems.The new solution ideas have become the power that modern rural economic development can rely on.Shawan County is one of the earliest counties and cities in Xinjiang's rural economic reform.It is the first batch of areas in Xinjiang to carry out the pilot work of “two powers”??mortgage loans,and its land contractual management rights loan work has been carried out steadily.Under such a model,can the Shawan County land contractual management mortgage loan be able to effectively alleviate the difficulty of financing local farmers? What are the deficiencies of the existing model that need further optimization? How to better solve the problems in the current pilot operation? These are the themes of this paper.This paper analyzes the land certification of the land contractual operation mortgage loan pilot area in Xinjiang since 2016,the current loan products and supporting facilities,the loan scale,etc.,and summarizes the overall mortgage loan rights of Xinjiang's current land contractual management rights.The operation situation and problems occurred,and in-depth analysis of the pilot operation of Shawan County,explore various problems and their causesduring the pilot process,and provide reasonable suggestions for Shawan County to better promote the pilot project of mortgage loans.This paper systematically sorts out the research on mortgage financing of land management rights at home and abroad.Based on the theory of property rights and credit theory,this paper uses literature research,investigation and analysis to study the financing mode of rural land contractual management right mortgage loan in Shawan County,Xinjiang.Research.The focus of the article is to analyze the operation of the rights in Shawan County.First of all,from the aspects of confirmation of powers,property rights trading platform,credit system,value assessment,risk compensation,etc.,the basic situation of the operation of mortgage supporting facilities for land contractual management rights is introduced,and the loan model and risk disposal methods are introduced.Secondly,the data is adopted.After sorting out and interviewing relevant staff members,they found that the pilot work of Shawan County has effectively mobilized the enthusiasm of financial institutions to participate and enriched rural financial products,diversifying the financing methods of rural business entities.Then,by issuing questionnaires to farmers and Shawan Relevant data provided by the County People's Bank found that in the pilot work in the region,there were problems such as inconsistent policy objectives,poor operation of property rights trading centers,lack of risk sharing and compensation mechanisms;finally,by reference to Chongqing,Wuhan and Hainan The province's experience,from the aspects of relevant systems and mechanisms,property rights definition,value assessment system and risk compensation mechanism,puts forward the measures to improve the pilot project of land contractual management rights mortgage loan in Shawan County.
