The Construction Of A New AEO System Based On Fuzzy Comprehensive Evaluation And Its Application In Cross-Border E-Commerce Enterprises

AEO(Authorized Economic Operator)system is the core system in the global trade safety and convenience framework.After years of development,the implementation of AEO system has brought great convenience to the customs’ classified management of enterprises and promoted the development of international trade.In recent years,cross-border e-commerce trade has also developed rapidly.However,due to the frequency of cross-border e-commerce,the workload of customs has increased sharply.The traditional AEO system is cumbersome in the audit process of enterprises,so the advantages of the system cannot be fully tapped when it is applied to cross-border e-commerce enterprises.How to carry out the check and release of cross-border e-commerce import and export products conveniently and efficiently has become the focus of the customs.In order to effectively solve the problem,in this paper,I aimed in extracting the essence of the existing AEO system mode,and combining the characteristics of the cross-border electricity business enterprise development,innovatively build an different AEO system which is suitable for cross-border electricity enterprises,this paper presents a new type of AEO certification system,and apply it to cross-border electricity business enterprise as a complement of traditional AEO system.The new AEO system will be able to better develop evaluation schemes and indicators for the cross-border e-commerce enterprises,providing new solutions for the development of cross-border e-commerce industry.In the process of constructing the new AEO system,this paper mainly adopts the fuzzy comprehensive evaluation method to construct the evaluation model.In the process of determining the evaluation index system,we draw lessons from the previous experts and scholars on the establishment of evaluation index of cross-border e-commerce enterprises and the main focus of their practical work,and finally develop a set of evaluation indicators suitable for cross-border e-commerce enterprises.In the process of calculating the weight of evaluation index,the expert evaluation method and analytic hierarchy process(ahp)qualitative analysis are used to calculate quantitatively the weight of each evaluation index.Finally,the fuzzy comprehensive evaluation method is used to calculate the weight of the evaluation index and the fuzzy evaluation result of the index comprehensively to obtain the final evaluation result of the enterprise and determine the evaluation level of the enterprise in the new AEO system.At the end of the paper,specific cross-border e-commerce enterprises are used for case analysis to obtain the evaluation level of the new AEO system,so as to determine the customs clearance scheme suitable for the enterprise and conduct classified management of the enterprise.It can be seen from this that the new AEO system can more effectively classify and manage crossborder e-commerce enterprises,reduce the supervision pressure of customs,and at the same time promote internal self-reflection of enterprises,improve their operating conditions through the new AEO evaluation system,and contribute to the long-term development of the industry.
