Research On Poverty Characteristics,Poverty Eradication Models And Effects In Hanyuan County

To achieve the grand goal of building a well-off society in an all-round way by 2020,poverty alleviation has become the central task of all regions and government departments in China.With the gradual slowing down of poverty alleviation,China's poverty alleviation work has begun to focus on the ecologically disadvantaged and infrastructure-weak areas,the people with poor capacity and heavy burdens.In this paper,Hanyuan County,which is located in the high mountain,Canyon area,disaster-prone area,ethnic minority area and immigrant area,is selected as the investigation object.Its anti-poverty mode,effectiveness and poverty characteristics are analyzed,and the problems and influencing factors when focusing on the poorest villages and people accurately are studied.The methods and Countermeasures of poverty alleviation are of reference for Hanyuan County.Based on the in-depth study of Xi Jinping's theory of poverty alleviation and relief,this paper analyzes the basic situation of poverty alleviation and relief in Hanyuan County from the aspects of location environment,ethnic composition,and cadres' interviews.This paper describes the poverty characteristics of poor households in terms of land resources,ideology,income distribution and project support,and sums up the impact of Hanyuan County on poverty alleviation in terms of policy,location,resources,humanities and industry.The survey results show that Hanyuan County is constrained by many problems in the process of continuing to promote poverty alleviation in poverty-stricken areas,including the contradiction between poverty alleviation task and "hematopoietic" poverty alleviation,the lack of participation of poverty-stricken households,the problem of poverty alleviation at the cost of labor loss,the problem of poverty alleviation due to disasters,the cost and effect of infrastructure construction are not the same.It is said that the problems are the lack of essential factors for agricultural development,the outdated concept of poor households,the low quality of rural population,the traditional bad habits of ethnic minorities,the poverty alleviation by social forces in the form of problems,and the unreasonable composition of household registration.According to the survey data and analysis,this paper puts forward some suggestions to improve the level of poverty alleviation in Hanyuan County: the government should improve the household registration structure,coordinate the overall planning of funds,and strengthen process supervision;pilot competitive poverty alleviation,strengthen the concept of poverty alleviation,and stimulate endogenous motivation;give full play to the advantages of three-dimensional agriculture and ecological resources,and diversify industrial projects.To promote industrial development,to build a platform for social forces to participate in poverty alleviation,to explore a model of joint poverty alleviation by social forces,to give full play to the power of ethnic clan organizations,and to focus on education input for ethnic minorities.Hope to provide reference for Hanyuan County to formulate policies to promote poverty-stricken villages and poor households to get rid of poverty and increase income,as well as for other similar areas.
