Research On Targeted Poverty Alleviation In Lankao County

Poverty is a comprehensive phenomenon of the lack of human substance and living resources caused by the unbalanced development of politics,economy and culture,the discrepancy in geographical ecology and natural resources,and the difference in individual endowment.Since the reform and opening up,China has made great progress in poverty eradication under the leadership of the Communist Party of China.However,the task of poverty eradication is still arduous,we should crack the Hard Nut.Since the 18th National Congress of the Communist Party of China,the Party Central Committee with Comrade Xi Jinping as the core attaches great importance to the problem of rural poverty,and carries out strategic planning from the perspective of a well-off society to make up for shortcomings.As the state's significant poverty eradication job,Lankao County in Henan Province,has been out of poverty in early 2017,and became the first poverty county Removing from the List in Henan Province,providing a theoretical and practical reference of poverty eradication in the whole province and even the country.There are three reasons to select the typical area——Lankao County——as the research subject of targeted poverty eradication.Firstly,we summarize the historical implementation process of targeted poverty eradication policies in Lankao County and deepens the research on poverty eradication issues.Secondly,we summarize the experiences of targeted poverty eradication in Lankao County to provide a reference for the national poverty eradication.Thirdly,we should enrich the theory of domestic targeted poverty eradication and broaden the view of the Communist Party of China's history research.The first chapter investigates the background and effectiveness of targeted poverty eradication in Lankao County.This paper reviews the background of implementation of targeted poverty eradication in Lankao County,from the natural location,economic and social development to the regional poverty situation of Lankao County.It further summarizes the poverty eradication process of Lankao County from the reform and opening up to the 18th National Congress of the Communist Party of China.Finally,it outlines the practice of targeted eradication among the historical course of Chinese rural poverty eradication,placing in the backdrop of China entering a new era.The second chapter refers to accurately identify the poverty eradication subjects.Accurate identification is the foundation of targeted poverty eradication to solve the problem of Who is Supported.For the inaccurate identification of setting up the archives and cards preliminary,we further organize to Look Back to identify the targeted poverty eradication once again to determine the accurate poverty subjects.Finally,the paper summarizes the experiences and revelation of this process by investigating the process and effectiveness of accurate identification of poverty eradication objects in Lankao county can also pay attention to the consistency of inter-projects and coordinate resources.However,there are also some projects that can not adapt to market changes,which is required to be adjusted in time.The fourth chapter is the accurate using of poverty eradication funds.This paper summarizes the source and investment direction of poverty eradication funds,investigates the overall utilization of poverty eradication funds in Lankao County,and selects the real cases of using financial funds and financing capital to analyze the use process and effectiveness of poverty eradication funds.In terms of the allocation of poverty eradication funds,Lankao County has explored a fund allocation operation mechanism of Disbursement First and Reimbursement Later,Rural Decision-making,Township Overall Planning,and County Supervision.There are also some issues such as the unreasonable source of poverty eradication funds,fund detention affecting the efficiency of fund utilization,implementing projects slowing,and related systems and human resource insufficient.The fifth chapter is the precise selection of household measures.Analyzing of the basic content of the targeted household by sorting out the Six to Household,and then investigating the targeted measures to the household of Three Guarantees and Five Policies,is to summarize the whole process of Lankao County targeted selection of household measures.At the same time,taking the example of Dong Juhuai village in Xuhe Township to investigate the specific process and content of targeted household.It analyzes the experiences of targeted households of Lankao County from propaganda and encouraging in advance,strict supervision and management process and stressing focal points,finally to the strict acceptance and assessment.The sixth chapter sending people regarding to the village accurately.On the basis of emphasizing the necessity and importance of sending people accurately,this paper investigates the structure and management system of poverty eradication team in Lankao County,and analyzes the cadres training process of poverty eradication in Lankao County with Zhang Mingyue as a representative.Lankao County regards the Poverty Eradication Team as the bridge between holding the poverty-stricken households and poverty eradication measures.It optimizes the personnel selection system,details the work content,and manages the team strictly.It basically achieves Selecting the Right People and Trying Their Best.The advantage of human resources is fully realized in the process of targeted poverty eradication.The seventh chapter refers to evaluate the effectiveness of poverty eradication accurately.First it sorts out the national poverty eradication standards and exit procedures for poor households,villages and counties.And then it details the poverty eradication assessment process of Lankao County from the self-examination of various departments,the third-party evaluation and the comprehensive assessment of the Development Leading Group of the State Council.Finally,the paper summarizes the experience and shortcomings of the poverty eradication program in Lankao County.The eighth chapter is the significance and revelation of targeted poverty eradication policy.Exploring the necessity of implementing targeted poverty eradication policy from the experience of targeted poverty eradication in Lankao County.It systematically concludes the practice achievement of targeted poverty eradication,which plays an important role in the great practice of poverty eradication and the significant influence in many aspects.In line with the Marxist anti-poverty theory,it is the latest theoretical achievement of the Sinicization of Marxist anti-poverty theory,and a successful example of solving specific problems in China by using the basic standpoints and measures of Marxism.
