make agriculture more serious in ensuring the food supply of China's 1.4 billion people.In order to improve the quality,increase the quantity and optimize the structure of agriculture in accordance with the expectations of the state and society,agriculture must be transformed into an industry with high earning capacity.Under the condition that agricultural producers get high remuneration and at least get average profits of the society,agricultural output can steadily rise and agriculture can achieve forward development.Now have the ability to undertake and lead the agricultural reform task platform channels is more,such as modern agriculture industrial park,characteristic agricultural advantage area,two firms of the fusion area,rural complex,green area,the agricultural industry clusters,such as the modern agriculture industrial park platform is an ideal platform for the transformation of agriculture.The original intention of the state to set up modern agricultural industrial parks is to build them into an effective platform for the integration of primary,secondary and tertiary industries,urban and rural integration,modern technology and equipment zones and agricultural integration belt.By doing so,they will lead regional agriculture to turn to green and high-quality development as a whole,and ultimately help solve the "three rural issues".Tumen city of Jilin Province is a county-level city under the jurisdiction of Yanbian Prefecture of Jilin Province.Located in changbai Mountain area in the eastern border of Jilin Province,Tumen city has a natural advantage in developing high-quality medicinal materials industry due to its dense mountains,dense forests,abundant grass and beautiful water,distinct four seasons,abundant rainfall,excellent ecological environment and agricultural resource endowment.However,at present,the agricultural production structure of Tumen city is dominated by one grain,which leads to the problems of weak agricultural income generation ability and insufficient agricultural development momentum,which hinders the high-quality development of agriculture.This paper argues that The modern agricultural industrial park of Genuine medicinal materials should be established in Tumen city of Jilin Province to gain multiple benefits from the establishment of the industrial park.This paper consists of six chapters: The first chapter is an introduction,which mainly clarifies the basis of the thesis,the research status at home and abroad,the main research content,research methods and technical route.The second chapter is the definition of concept and theoretical basis,mainly to define the two key concepts,from the three theories to reveal the construction of modern agricultural industrial park reason and methods.The third chapter is the construction foundation and problems of The modern agricultural industrial park for Genuine medicinal materials in Tumen City,mainly introducing the current situation of the construction foundation of the industrial park and the existing problems in the industrial development.The fourth chapter is the strategic conception of the construction of modern agricultural industrial park of Tumen city genuine medicinal materials.The fifth chapter puts forward four countermeasures to promote the construction of modern agricultural industrial park for genuine medicinal materials in Tumen City.The sixth chapter is the conclusion of the whole thesis.This paper draws four main conclusions: First,Tumen city has a good ecological environment,a long history of planting genuine medicinal materials,and has a good industrial foundation for the development of genuine medicinal materials.Efforts should be made to carry out the construction of modern agricultural industrial park dominated by genuine medicinal materials,and the construction location of industrial park should be chosen in Liangshui Town.Second,although Tumen initially has a certain industrial foundation for the construction of parks,it faces five obvious problems in its agricultural development,namely,limited land resources;Weak deep processing capacity;Industrial technology has not yet integrated;Shortage of human resources;Agriculture is passive towards green development.To solve these five problems,the industrial park platform should be systematically designed.Thirdly,this paper puts forward five module designs: the module design of advantageous industry leading zone,the module design of integrated development zone of primary,secondary and tertiary industries,the module design of modern technology and equipment integration zone,the module design of agricultural green development demonstration zone,and the module design of new business entity entrepreneurship and innovation incubation zone.Through the systematic design of five modules,tumen city will be promoted to establish a modern agricultural industrial park of genuine medicinal materials.Fourth,put forward five countermeasures,namely strengthen the organization and leadership;Strengthening policy support;Integrate capital input;Innovation system and mechanism;We will improve oversight mechanisms.These countermeasures and Suggestions provide the research on safeguard measures for tumen city to carry out the industrial park establishment work smoothly. |
